About this opportunity

The Mission and Installation Contracting Command – Fort Sam Houston intends to sole-source award a Firm-Fixed-Price contract to Christian Copyright Licensing International for SongSelect Advanced Music Subscriptions and Christian Music Licensing, with a sources-sought response due May 15, 2026 at 12:00 pm CDT. The procurement supports the Installation Management Command Religious Support Office and is being executed under FAR 13.106-1(b)(1) authority (exclusive licensing agreements). However, the Government is actively seeking alternative vendors, including all socioeconomic categories of small businesses (8(a), HUBZone, SDVOSB, WOSB), to support a competitive procurement at fair market prices.

The requirement covers storage, reproduction, distribution, public projection or display, derivative works, and performance of digitally transmitted sound recordings for military chapel worship services across 57 military installations. The Government requires licensing to cover reproduction, public display, projection, and bulletin inclusion of lyrics—functions not protected under the Religious Service Exemption under 17 U.S.C. 110(3).

The contract encompasses a 12-month base year plus four 12-month option years. Performance covers three contract line items: Church Copyright License (57 units), SongSelect Advance (24 units), and SongSelect Premium (33 units), with quantities consistent across all periods. This is a follow-on to existing contract W9124J-21-P-0008.

Interested vendors must submit capability statements in PDF or MS Word format not exceeding 10 pages, addressing firm identification, prior experience, subcontracting practices, small business competitive structuring, NAICS code appropriateness, and any conditions restricting competition. Contact Timothy D. Hallahan II (timothy.d.hallahan.civ@army.mil) or Jared L. Kiser (jared.l.kiser.civ@army.mil) with written inquiries only. NAICS 512230 (Music Publishers) applies; 900-employee size standard.
