This pre-solicitation notice seeks proposals for the Advanced Microcircuit Emulation (AME) contract to develop, validate, qualify and transition the capability to produce microcircuits which are no longer commercially available. The Defense Logistics Agency Land and Maritime will procure research and development efforts to reverse engineer, design, fabricate, manufacture and test microcircuits. Once a capability is ready for production, it will transition to the Generalized Emulation of Microcircuits program for continued management. Proposals are due by June 15, 2020.
There is no set-aside designated for this requirement. The solicitation will be issued on April 16, 2020 and procured through a sole source award to SRI International. The Government will consider capability statements or proposals from all responsible sources received by June 30, 2020. The work is contemplated for a five year base period with no minimum or maximum stated value provided.

The purpose of AME research and development (R&D) efforts is to develop, validate, qualify and transition the capability to produce microcircuits which are no longer available from industry. This includes reverse-engineering, design, fabrication, manufacture and testing of microcircuits, as well as projects which develop capabilities to produce specific types of microcircuits. The AME program also validates developed AME F3I reverse engineering to a point suitable for transition to the Generalized Emulation of Microcircuits (GEM) program. Once a capability is ready for production, it is transitioned via contract modification to the GEM program for continued DLA L&M management, including library maintenance and limited production. The GEM program, Contract SPE7MX-19-D-0025, physically puts the capabilities developed under AME into limited production status for DoD customers.
A five year base contract is contemplated.
The solicitation will issue on or about April 16, 2020, and close on/or about June 15, 2020. The solicitation will not be posted on DIBBS, as the Government will procure this requirement in a sole source procurement. The Government will only negotiate with SRI International. The solicitation will be made available upon request until June 30, 2020. All responsible sources may submit a capability statement or proposal, which shall be considered by the Agency.
