About this opportunity
This Broad Agency Announcement from the Air Force Research Laboratory seeks proposals to investigate, develop, and transition new high-powered electromagnetic weapon concepts, materials, components, and compact pulsed power topologies through the Advanced Electromagnetic Technology program. Proposals are due by August 31, 2021 and will be evaluated based on overall scientific and technical merit, importance to Air Force programs, and available funds. The Laboratory intends to award multiple Indefinite Delivery/Indefinite Quantity contracts with a total estimated value of $49 million and initial task orders totaling approximately $39.98 million.
There is no set-aside designation specified. Research areas include repetitive pulsed power, charged particle beams, compact prime power, high-power microwave materials and plasmas, fundamental HPEM research, and solid-state HPEM systems. Six potential initial task orders focus on areas such as charged particle beam interactions, compact prime power technologies, and fundamental electromagnetic research. The period of performance for individual task orders ranges from 45 to 60 months.

Update #5 · Latest ·
This Announcement is updated on 12 August 2021 to extend the proposal submission date by 2 weeks, from 17 August to 31 August 2021, 12:00pm MDT. This is also reflected in the attachment titled "AET BAA Solicitation FA9451-21-S-0002 Amendment 1 20210812."
This Announcement is updated on 10 August 2021 to include the Questions & Answers submitted by industry. See attachment titled "QandA BAA FA9451-21-S-0002."
Amendment 1:
This Amendment incorporates the Task Order 2 SOO Amendment, dated 14 July 2021. The previous version is obsolete. See attachment.
This is a Closed One-Step Broad Agency Announcement (BAA) (without Calls) to solicit proposals for the Air Force Research Laboratory (AFRL), Directed Energy Directorate (RD), High Power Electromagnetic Division (RDH), Advanced Electromagnetic Technology (AET) program.
The objective of the Electromagnetic Weapons Technologies Program is to investigate, develop, and ultimately transition new HPEM Weapon concepts, HPEM materials and components, and compact pulsed power topologies. The program will also evaluate and leverage advances in prime power technologies to optimize size, weight, and power (SWaP) requirements for future weapon systems. Successful transition entails transitioning the new HPEM Weapon Concept into its own program, or incorporation/use of new HPEM components and materials into another HPEM Program.
The Full Text Announcement is included as an attachment. There will be no other announcement issued for this requirement. Offerors must monitor beta.SAM.gov in the event this BAA is amended.
