STATEMENT OF OBJECTIVES (SOO)
TASK ORDER 2
Charged Particle Beam (CPB) Interactions
Amendment 1 14 July 2021
1.0 BACKGROUND INFORMATION
The Air Force Research Laboratory (AFRL), Directed Energy Directorate (RD), High-Powered Electromagnetics Division (RDH), located at Kirtland AFB, is the Air Force’s Center of Excellence for research in High Powered Electromagnetic (HPEM) technology and functions as the Air Force Materiel Command’s center for HPEM technology development, acquisition, transformation, and support.
AFRL/RDH is composed of highly specialized research facilities and HPEM scientists and engineers that work in close partnership with the AF, DoD, and industry to provide innovative technologies.
The objective of the AET Program is to investigate, develop, and ultimately transition new High Power Electromagnetics (HPEM) Weapon concepts, HPEM materials and components, and compact pulsed power topologies. The program will also evaluate and leverage advances in prime power technologies to optimize size, weight, and power (SWaP) for future weapon systems. Successful transition entails transitioning the novel HPEM Weapon Concept into its own program, or incorporation/use of new HPEM components and materials into another HPEM Program.
2.0 TASK ORDER DESCRIPTION
The Air Force Research Laboratory has recently begun a research effort to investigate the effects that high energy particle beams (HEPBs) and the radiation produced by them can have on electronic components and systems. This research effort is divided into two components: the first component focuses on understanding and characterizing the effects that high energy particle beams can have on electronic systems, and the second component entails development of an accelerator to perform tests on the effects of CPBs on a range of electronic systems.
The effects research component includes identifying and procuring various electronic components and systems of interest for testing; understanding the details of their operation; designing, fabricating, and assembling test fixtures for these assets to enable remote operation and monitoring. Conduct tests on the effects of high energy particle beams on these electronic components and systems and document changes in their operation. Procurement of ancillary equipment to operate test assets and materials for assembling the test fixtures may be necessary, as well as performing modeling and simulation of high energy particle beam propagation through various media and beam interactions with targets. The research may also involve improving existing diagnostics or developing new diagnostics as appropriate, and developing or modifying existing data acquisition systems to record data.
The accelerator development component of the research will first involve modeling and simulation of particle accelerators to include both existing accelerator topologies as well as novel accelerator schemes, i.e. laser or plasma wakefield accelerators. This effort will then entail designing, developing, fabricating, testing, and analyzing particle accelerator systems and components for eventual use in the effects testing. Included in the definition of these components and systems are linear accelerators, superconducting accelerator structures, microwave sources, ultrafast lasers and optics, plasma sources for wakefield accelerators, dielectric wakefield accelerating structures, and prime energy stores
3.0 TASK ORDER OBJECTIVES
The objective of this task order is to advance Air Force HPM capabilities by performing research and development in Topic Area 2: Charged Particle Beam (CPB) Interactions of Technical Area, Electromagnetic Weapons Technologies (EMWT).
• Develop test apparatus and plans to evaluate charged particle induced (radiation) effects on various electronic components and systems. Such items include, but are not limited to radiation hardened and non-hardened components and systems.
Because this testing requires a variety of equipment, techniques, and measurements, the Government will desire to review the plans to ensure sufficient fidelity of testing.
• Conduct the charged particle beam interaction tests and collect data for later analysis. Data produced as a result of the testing shall be stored in a generally accessible format, i.e. ASCII or CSV, etc. Sufficient documentation of test conditions to support follow-on test and evaluation and/or publication of the results shall be maintained and provided to the Government.
• Design and implement both conventional and novel diagnostics for radiation effects tests with charged particle beams. Quantities to be measured include, but are not limited to charged particle current, total dose, dose rate, and energy.
• Develop and/or utilize models to simulate particle accelerator operation to include development and evaluation of traditional accelerator topologies as well as novel accelerator systems, e.g. laser or plasma wakefield accelerators, w-band accelerators, x-band accelerators and modulated accelerators.
• Develop and/or utilize models to simulate charged particle beam interactions with various electronic components and systems, including interactions with various generations of electronic architectures and components.
• Develop and/or utilize models to simulate charged particle beam propagation through various media, validate model with experimental data.
• Utilize models of accelerator topologies, CPB propagation, and interaction data to evaluate performance of various accelerator topologies.
• Design and build traditional and novel particle accelerator systems (e.g. laser or plasma wakefield accelerators, w-band accelerators, x-band accelerators and modulated accelerators) based on models, propagation, predicted performance and size weight and performance (SWaP) constraints.

5.0 PERIOD AND PLACE OF PERFORMANCE
Work will primarily be performed at the contractor’s facilities and Kirtland AFB. However, participation in meetings, tests, and other efforts at Kirtland AFB and other locations may be desired. The project is intended to be a 45 month technical effort, with an additional 3 months allotted for final report preparation.
6.0 BASE SUPPORT
The offeror will be offered access to AFRL facilities located at Kirtland AFB. These facilities are located where the HPEM research will primarily be conducted in buildings on Kirtland Air Force Base. Other locations may be added depending on project requirements.
7.0 SECURITY
This Task Order effort requires a Secret facility clearance and safeguarding capability. A DD254, Contract Security Classification Specification is required during the performance of this effort. Refer to 8.0 Security in the Basic SOO.
8.0 FOREIGN PARTICIPATION
Foreign participation is prohibited on this effort.
9.0 CONTRACTOR ACQUIRED PROPERTY
The offeror should propose Contractor Acquired Property (CAP) as required to fulfill the proposed effort.
10.0 REQUIRED TRAVEL
Task Order work related to technical research, expertise, or demonstration may be required at various CONUS locations. Furthermore, participation in equipment assessment, equipment removal or transport, system test studies, technical interchange meetings, and conference attendance may be required.
11.0 OPERATIONS SECURITY CONSIDERATIONS
Refer to 12.0 Operations Security Considerations in the Basic SOO.
