The solicitation (HE125425QE035) requires a vendor to maintain Certiport testing centers and deliver approximately 1,250 test vouchers annually, with each voucher including one retake option for Photoshop and Premiere Pro certification exams. Evaluation criteria will focus on three key factors: Technical Approach (meeting Performance Work Statement requirements for training centers, test vouchers, and reporting), Past Performance (using 3-5 references), and Price. Quotes are due by April 9, 2025, at 12:00 PM EST, with an anticipated contract period from May 15, 2025, to May 14, 2030, plus a potential one-year option. Vendors must submit a comprehensive quote package containing four volumes: Administrative, Technical Approach, Past Performance, and Price.

The contract is set aside exclusively for small businesses under NAICS category 611710 (Educational Support Services) with a size standard of $24 million. Potential incumbent vendors identified through market research include Accelerated Partners, LLC, Knowlogy Corporation, ThinkB!G, LLC, and BrainBuffet Solutions. While the full contract value is not disclosed, the solicitation indicates a requirement for 7,500 test vouchers during the base five-year period and an additional 1,500 vouchers during the optional year. The place of performance will be Alexandria, VA, where DoDEA's Career and Technical Education (CTE) staff will manage the vouchers. The contract will be a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) award, with vendors required to meet strict cybersecurity, privacy, and accessibility standards, including FedRAMP Level 2 and Section 508 compliance.
