About this opportunity

The United States Air Force, through the United States Air Forces in Europe - Air Forces Africa, is soliciting bids for the expansion of the non-potable water distribution system at Moron Air Base in Spain. The project encompasses adding distribution lines to irrigation areas and provisions for future building connections to the non-potable water system, with work including site investigation, utility location verification, Ground Penetrating Radar scanning, and independent laboratory quality control testing. Contractors must be authorized to carry out these activities under Spanish law and must comply with Spanish legislation requirements for government works execution, as mandated by the Agreement of Defense and Cooperation between Spain and the United States. The solicitation package will become available on the SAM website beginning May 6, 2026, with evaluation likely based on technical capability, compliance with Spanish regulatory requirements, and cost competitiveness for a firm-fixed price contract. While specific evaluation criteria have not been detailed in this pre-solicitation notice, the emphasis on Spanish material, labor, and equipment utilization wherever feasible suggests that local content and regulatory compliance will be significant factors in the award decision.

This contract carries no set-aside designation and represents an open competition opportunity for qualified contractors. The estimated project magnitude ranges between $500,000 and $1,000,000 in U.S. dollars, with a performance period of approximately 570 calendar days. No current incumbent or specific potential contractor names are identified in this pre-solicitation notice. The solicitation number is FA5575-26-B-0003, and interested parties should monitor the SAM website for the full solicitation package release on or after May 6, 2026. Prospective bidders should ensure they understand and can meet both U.S. federal contracting requirements and the specific legal and operational requirements imposed by Spanish law and bilateral defense cooperation agreements.
