About this opportunity

The United States Coast Guard (USCG) Aviation Logistics Center, Engineering Services Division (ESD) has published a Special Notice of Intent to Award a sole source contract for the procurement of an Adapter, Propeller Balancer component. The procurement is being conducted through the Defense Logistics Agency's Basic Ordering Agreement (BOA SPE4A1-25-G0013) with GE Aviation Systems LLC (CAGE Code 93366) as the designated Original Equipment Manufacturer. This sole source acquisition is authorized under 41 U.S.C. 1901(c) and FAR 6.302-1, as the item has been determined to be available from only one source. The solicitation number 70Z03826QE0000022 is assigned for tracking purposes, and no formal solicitation package will be issued. The requirement is unrestricted with no small business set-aside applied.

The objective of this procurement is to obtain a specialized adapter used to connect an attached propeller to the propeller balancer machine for maintenance of C-130J aircraft. Although this is a sole source award notice, all responsible sources may submit quotations to Stacey.M.Riggs@uscg.mil with the solicitation number in the subject line by 2:30 P.M. EST on February 6, 2026—the accelerated deadline recently updated from March 18, 2026. The requirement calls for one unit with a delivery timeline of 294 days after receipt of order, and the USCG encourages early shipments at no additional cost. Award will be made upon determination of fair and reasonable pricing, with the determination to proceed as a sole source or consider competitive responses remaining at the Government's sole discretion. Contractors should complete the provided Schedule of Supplies pricing template, clearly stating unit prices, estimated amounts, and any additional charges or prompt payment discounts in their quotations.
