About this opportunity

The National Park Service Northeast Region seeks replacement of a sewer pump controller and annual preventive maintenance at Adams National Historical Park, with quotations due September 8, 2026 at 9:00 AM ET. This procurement is a total small business set-aside under NAICS 562991.

Place of performance is Quincy, Massachusetts, with work at two Adams Street locations (181 and 135). The requirement consists of removal and installation of a new sewer pump controller and floats at 181 Adams Street, plus annual preventive maintenance at both locations including tank cleaning, pump and valve inspection, electrical panel verification, and alarm testing. The existing equipment to be replaced is a KCP-3TV Duplex Control Panel (208/230/460V, 3-Phase) with GSE20NO Roto-Float switches experiencing motherboard failure. Contractors must comply with NEC (NFPA 70) and OSHA confined space entry standards, provide a Job Hazard Analysis and Confined Space Entry Permit prior to work, and schedule work Monday through Friday, 7:00 AM to 3:00 PM. Period of performance runs September 21, 2026 through January 29, 2027, with delivery due January 29, 2027.

A mandatory site visit is scheduled for Wednesday, August 19, 2026 at 10:00 AM EDT at 181 Adams Street (POC: Kevin Kelly, 617.828.9220). Amendment 0001, effective August 24, 2026, incorporates a site visit sign-in sheet and requires acknowledgment of receipt.

Evaluation uses three equally-weighted factors: qualifications demonstrating minimum five years' experience in commercial sewer pump removal and replacement with three reference projects; past performance with three similar projects within the past five years including narrative descriptions, locations, dollar values, client names, and points of contact; and price evaluated for realism and reasonableness. Offerors must submit firm-fixed-prices for controller replacement and each maintenance line item, plus rates for time-and-materials unforeseen repairs. All pricing is valid for 90 days from receipt. The solicitation incorporates Service Contract Act wage determination No. 2015-4047 (Revision 34, dated June 25, 2026) for Massachusetts counties and standard FAR clauses addressing commercial items, disputes, security, and labor standards. One-year parts and labor warranty on controller and components plus one-year workmanship warranty with 90-day follow-up inspection are required.
