About this opportunity
The Department of the Air Force Air Mobility Command is seeking the purchase and installation of a CAC-enabled Access Control System (ACS) badge entry system for Building 302 at Joint Base Charleston, South Carolina. The procurement requires a self-contained, multifactor Common Access Card entry system that will control access at three doors (front, back, and vault) with video communication answering stations for remote visitor vetting, and must comply with TEMPEST and emission security requirements without network or internet connectivity. The system must restrict access to authorized personnel with current security clearances and allow office personnel to manage individual access enrollments. The evaluation will prioritize price, past performance, and technical capability using a pass/fail technical assessment methodology. Quotes must be submitted electronically by 12:00 PM EST on September 18, 2025, to the designated Air Force contact, with offerors required to provide three past performance references from similar projects completed within the last three years.
This acquisition is restricted to small business concerns under NAICS code 561621 (Security Systems Services) with a $25 million size standard, and no incumbent contractor is identified in the solicitation documents. The contract will be awarded as a Firm Fixed Price Purchase Order for a single ACS badge entry system unit to be installed in the Information Assurance Section for the 628 Communications Squadron. The government requires delivery and installation within 30 days of contract award, inclusive of all materials, equipment, parts ordering, and final acceptance. Performance will take place at Building 302, Joint Base Charleston, North Charleston, South Carolina, with installation requiring minimal building modifications and preferring surface mounting or drop ceiling routing. The contractor must provide comprehensive system design documentation and all necessary equipment for implementation, with perpetual licensing and comprehensive audit logging capabilities required.
