About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure fifty-nine (59) SomaScan 7K and/or 11K Assay Kits through a sole source procurement for the Center for Human Immunology, Inflammation, and Autoimmunity (CHI). The acquisition will support systems biology research by enabling measurement of 11,000 proteins across 10 logs of concentration dynamic range in various human biological samples including serum, plasma, CSF, urine, cell lysate, and tissue homogenate. This procurement will be executed under the authority of 41 U.S.C. 1901 and FAR 13.501(a), which allows for sole source acquisition when only one responsible source can satisfy agency requirements. The contract will be a firm-fixed price purchase order, specifically targeting SomaLogic Operating Co., Inc. as the sole vendor. The pre-solicitation notice was posted on January 7, 2025, with responses due by January 22, 2025.
The procurement has no specific set-aside designation and is classified under NAICS category 325414 for Biological Product Manufacturing and PSC category 6550 for In Vitro Diagnostic Substances. SomaLogic Operating Co., Inc. located in Boulder, CO, is the intended sole source contractor for this opportunity. The Bill of Materials indicates the potential purchase includes various SomaScan 7K and 11K Assay kit configurations with part numbers ranging from 900-00020 to 900-00027 for 7K kits and 900-00050 to 900-00057 for 11K kits. Shipping and handling will be included for the 59 total units, with the kits designed to support advanced proteomic research by providing comprehensive protein measurement capabilities across multiple biological matrices. The procurement aims to advance CHI's systems immunology research by generating detailed proteomic data that can be integrated with other experimental techniques.
Notice text
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS
This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price purchase order under the authority of 41 U.S.C. 1901, as implemented by FAR 13.501(a) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements and is not a request for competitive quotes.
The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on a sole source basis with SomaLogic Operating Co., Inc., 2945 Wilderness Pl, Boulder, CO 90301-2255, for the procurement of fifty-nine (59) SomaScan 7K and/or 11K Assay Kits.
This acquisition is for the procurement of SomaScan 7K and/or 11K Assay Kits for the Center for Human Immunology, Inflammation, and Autoimmunity (CHI) in the Division of Intramural Research (DIR) at NIAID. CHI develops and applies systems biology approaches combining computation, modeling, and experimental data to study the immune system at the organismal, cellular, and molecular levels. The proteomic data generated from the samples run on the assay from this acquisition will be coupled to information from orthogonal experimental techniques to uncover a systems immunology-based model of disease.
Currently, the CHI performs systems biology research on several biological matrices, and this acquisition will provide significant advancement in the information that can be extracted from these samples. The program requires SomaScan 7K and/or 11K Assay Kits to measure 11,000 proteins across 10 logs of concentration dynamic range in less than 150 uL of human biological samples (Serum, Plasma, CSF, Urine, Cell Lysate, Tissue Homogenate, etc.) with median %CV <5% across all analytes. The CHI has successfully harnessed this technology since 2014 for use on CHI projects, as well as offering it to the greater NIH intramural community as a fee-for-service platform. In 2022, the CHI upgraded the platform to the latest version, investing significant resources into new equipment, and weeks of work into operator training. The CHI is the only laboratory at the NIH that is permitted, certified, and approved by the manufacturer, SomaLogic Operating Co., Inc., to use SomaScan Assay 7K and 11K Assay Kits.
The estimated period of performance is February 21, 2025 – February 20, 2026. Delivery of the products are needed as soon as possible with the estimated lead time for delivery of the products to be up to 4 weeks upon receipt of the order.
The North American Industry Classification (NAICS) code for this acquisition is 325414 – Biological Product (except Diagnostic) Manufacturing, which has a size standard of 1,250 employees. SomaLogic Operating Co., Inc. is a small business.
