About this opportunity
The U.S. Geological Survey (USGS) Columbia River Research Laboratory is procuring acoustic research equipment consisting of acoustic receivers, acoustic transmitters, and activation probes through Request for Quotation (RFQ) 140G0325Q0009. The USGS seeks equipment that is brand name or equal to Innovasea products, specifically the NexTrak R1 Receivers, v7-1x Acoustic Transmitters, and Activation Probes in accordance with detailed technical specifications. Key contract requirements mandate that all equipment be new only with no grey market or refurbished products, must be covered by manufacturer's warranty, and are subject to an all-or-none award with no partial orders or backorders permitted. The procurement will be evaluated using a lowest price technically acceptable (LPTA) methodology, and all interested parties must be actively registered in the System for Award Management (SAM) at the time of quote submission. Responses are due by January 8, 2026, at 0600 Pacific Time, with delivery required by February 27, 2026, or sooner.
This is a small business set-aside procurement with no named incumbents specified in the solicitation. The USGS is requesting quotes for 8 acoustic receivers, 70 acoustic transmitters (weighing 4.4-4.6 grams each with 69 kHz frequency capability), and 4 activation probes, with the equipment to be delivered FOB Destination to Cook, Washington 98605. Vendors must submit firm fixed-price quotes along with technical product descriptions, signed Standard Forms 18 and 30, part or item numbers, place of manufacture for each item, SAM Unique Entity Identification (UEI) number, and estimated delivery dates. The period of performance runs from January 12, 2026, to February 27, 2026, and no budget range is disclosed in the solicitation documents. The USGS, as a federal agency, is tax-exempt, and all submitted quotations must include manufacturer's warranty coverage and compliance with both fresh and salt water operational environments.
