This solicitation is a reissue of a previously cancelled contract and involves site preparation and emergent wetland seeding across 154 acres using a specialized native species mix that includes 31 different forbs, grasses, and shrubs selected for wet to moist soil conditions. Contractors must demonstrate relevant experience through technical narratives and past performance information, maintain current SAM.gov registration with completed representations and certifications, and be capable of hydroseeding or no-till drilling depending on site conditions. The government will award the contract using Lowest Price Technically Acceptable methodology to the responsible offeror whose quote conforms to solicitation requirements and provides the best value. The deadline for questions has passed, and quotes are due by September 17, 2025, at 5:00 PM EST via email to the specified USDA contracting officers.
This opportunity is designated as a 100% total small business set-aside under NAICS code 115112 (Soil Preparation, Planting, and Cultivating) with a size standard of $9.5 million. No incumbent contractors or specific award values are mentioned in the solicitation materials, though the government anticipates issuing a firm fixed-price purchase order. The project covers 154 acres with seeding operations scheduled during two primary windows: November 15 to December 31, 2025, and March 1 to May 31, 2026, allowing contractors flexibility to work around weather conditions and water levels. The overall performance period extends from September 30, 2025, through June 1, 2026, with work to be performed in Marshall, Illinois. The seeding specification requires precise application rates of 4.125 pounds per acre, combining 1 pound of grass species, 40 ounces of forb species, and 10 ounces of shrub species to establish successful native wetland vegetation.
