About this opportunity

The Federal Highway Administration (FHWA) is soliciting proposals for its Accelerating Market Readiness (AMR) Program through a Broad Agency Announcement (BAA) to advance innovative transportation technologies from Technology Readiness Level (TRL) 5-7 toward market readiness. The program seeks proposals across six topic areas focusing on safety, project delivery, infrastructure performance, climate/sustainability, equity, and digital twins/simulation. Eligible recipients include state DOTs, local agencies, Indian tribes, universities, and private sector organizations. Proposals will be evaluated based on advancement of current practices, potential demand, technical approach, Everyday Counts (EDC) pipeline potential, team experience, and funding availability. Key dates include a questions deadline of December 16, 2024, and a white paper submission deadline of January 15, 2025, with anticipated awards to be made in June 2025.

The solicitation is not set aside for any specific group, and multiple awards are anticipated, with up to $3 million available in funding. The anticipated award period is 24 months, with project periods ranging from 12-24 months. The place of performance is Washington, DC, though projects may have broader geographical implementation. State allocations will require an 80/20 cost share, while federal contracts do not require additional cost sharing. The program specifically funds testing, evaluation, and documentation of technological improvements, but does not support development or manufacturing activities. Proposals can cover technologies related to transportation infrastructure, with a focus on moving innovative solutions closer to practical deployment and market readiness.
