About this file
This document contains questions and answers related to the Federal Highway Administration's Accelerating Market Readiness (AMR) White Paper Solicitation under BAA 693JJ325BAA0001.
The Q&A addresses several key topics including: clarification that cost sharing is not required for contracts (only for state allocations); confirmation that prior investment and teammate investments can count as cost share but only for the project duration; guidance that offerors should select only one primary topic when their innovation relates to multiple areas; clarification that AMR program funds cannot be used to purchase/manufacture prototypes or for technology development; confirmation that State DOT participation is not mandatory; requirement of a Quad Chart submission with no specific format requirements; and verification that providing the UEI number is sufficient for SAM registration confirmation on the White Paper cover page.

Accelerating Market Readiness (AMR) White Paper Solicitation Questions:
1. Q: Phase I White Paper Example, # 11 (If applicable - identify and describe any patented or proprietary items to be evaluated.) Does this evaluation pertain to pre-existing proprietary items already included in the proposed innovation?
A: Please refer to BAA Section 5.1.1 Phase 1 – Project White Paper Evaluation.
However, if the proposed innovation is dependent on the proprietary item then it will be part of the evaluation.
2. Q: Phase I White Paper Example, # 11 (If applicable - identify and describe any patented or proprietary items to be evaluated.) Could you clarify what this evaluation will entail?
A: Please refer to BAA Section 5.1.1 Phase 1 – Project White Paper Evaluation.
3. Q: We are currently working on a white paper in response to Broad Agency
Announcement 693JJ325BAA0001. We saw the cost share requirement below and would like to get some clarifications. Since it will a procurement rather than an assistance agreement, do we still need to include the cost sharing in our ROM?
A: In accordance with BAA Section 2.7, cost sharing is not required for contracts (only allocations to states).
4. Q: Can we get clarification as to whether the government will consider our investment in this technology as part of our cost share? This might also fall under the concept of in-kind investment for the share vs new money being invested at the time of award.
A: Yes, but only for the duration of the project and not the prior investment.
5. Q: Could the investment our teammate brings to the table count as part of the cost share?
A: Yes, for the duration of the project and not the prior investment.
6. Q: If an innovation is relevant to 2 topics from Appendix C, should we mention both topics in the White Paper or should we only select one?
Please select a primary topic.
7. Q: Regarding Topic 3 in Appendix C, the first bullet point notes “How can our transportation system’s operations and performance be improved through the entire life cycle of the infrastructure facilities?” By mentioning improvement in infrastructure performance, would this Topic 3 cover technology and innovations that can improve durability and extend the service life of the infrastructure?
Yes
8. Q: Since the AMR program is intended to conduct evaluations and testing of the innovative technology to prove its readiness, could the program funds be used to purchase and/or manufacture technology prototypes that would be used in the testing and evaluation pilots?
No, but the cost of producing prototype can be used for matching funds.
9. Q: While the AMR program is conducting evaluations of innovative technologies, these evaluations may find gaps in their market readiness; can the AMR program funding be used to conduct the steps necessary to improve the market readiness of the technology and get the innovation ready for national deployment?
The offeror cannot use the AMR funds for the development of the technology.
10. Q: If the Offeror is NOT a State agency (no funds are allocated to the State), but State agencies are participating in the demonstration activities, is cost sharing still required?
A: Cost sharing is only required for state allocations.
11. Q: Is participation by a transportation agency, such as a State DOT mandatory in the
Offeror team for this opportunity?
No
12. Q: The main BAA solicitation notes a “Quad Chart” on Page 12. Is this required to be submitted along with the White Paper and what are the format and content requirements for the Quad Chart?
A: Yes, and there are no specific format and content requirements for the Quad Chart.
13. Q: For the Cover Page of the White Paper, the solicitation requires UEI confirming registration in SAM. Is providing the UEI adequate for this confirmation or do we need to add a screenshot of SAM registration?
A: Providing the UEI is sufficient.
