About this opportunity

The Naval Supply Systems Command seeks academic instructor and tutor services for the Naval Service Training Command's Future Sailor Preparatory Program at Recruit Training Command Great Lakes, Illinois, with proposals due August 28 at 10:00 AM Eastern Time and questions due August 24 at 4:00 PM Eastern Time. This is a 100% total small business set-aside restricted to SeaPort NxG MAC holders under NAICS 541330; no other offers will be considered. Award is anticipated on or around September 18, 2026.

Place of performance is 530 Farragut Ave Suite B, Great Lakes, Illinois 60088. The contractor shall provide one site lead, two curriculum developers, and approximately 18 academic instructors to deliver classroom instruction, tutoring, and study hall support for 50 to 160 students per three-week class cycle. Core responsibilities include developing and delivering curriculum for arithmetic reasoning, verbal reasoning (word knowledge and reading comprehension), and administering the Armed Services Vocational Aptitude Battery (ASVAB) preparation program. The base period runs 12 months (September 30, 2026 to September 29, 2027) with three option periods—two 12-month options and one 6-month option—for a total potential performance period of 42 months. The contract is firm-fixed-price.

Contractor personnel must possess a bachelor's degree minimum in mathematics or reading education, three or more years of adult education experience, completion of instructor training, current T3/T3R security clearance eligibility, and U.S. citizenship. All personnel must obtain favorably adjudicated T3/T3R security clearances before performing services.

Evaluation criteria emphasize technical approach (staffing and performance management sub-factors equally weighted) as significantly more important than price, with past performance as the second most important factor. Proposals must be submitted in two volumes: Volume I (non-price technical proposal limited to 20 pages total, plus 12 pages for past performance) and Volume II (price proposal with no page limit). Past performance must include up to three relevant contracts completed within five years, with at least one year of completed performance by solicitation issuance date.
