About this opportunity

The U.S. Army Corps of Engineers (USACE) Philadelphia District is soliciting maintenance dredging services for the Absecon Inlet federal channel, specifically the Clam Creek portion in Atlantic City, New Jersey. The contract requires hydraulic pipeline dredging to remove approximately 100,000 cubic yards of shoaling material to maintain the authorized channel depth of 15 feet mean lower low water (MLLW) plus 1 foot of overdepth. Contractors must demonstrate specialized experience with dredging projects involving beneficial use placement techniques on environmentally sensitive coastal marshes and wetlands, as the dredged material will be placed on Boot Island through a process currently being negotiated with the New Jersey Department of Environmental Protection. The procurement includes requirements for the use of containment measures such as turbidity curtains, coir logs, and hay bales, as well as mandatory use of the Resident Management System (RMS). The Pre-Solicitation Notice was posted on January 13, 2026, with a deadline of January 28, 2026, though this notice is for planning purposes only and does not constitute a formal solicitation or government commitment to award a contract.

This opportunity carries no set-aside designation and is estimated to have a contract value between $5,000,000 and $10,000,000. The estimated period of performance is 270 calendar days from the Notice to Proceed, with a critical restriction that all dredging and placement activities are prohibited from January 1 through September 15 due to environmental protection requirements. The contract falls under NAICS code 237990 (Dredging and Surface Cleanup Activities) and PSC code Z1KF (Maintenance of Dredging Facilities). No incumbent contractor information or specific evaluation criteria are outlined in this pre-solicitation notice, which serves as an advance notification to the contracting community regarding the anticipated requirement.
