About this opportunity
Naval Sea Systems Command, through Naval Surface Warfare Center Carderock Division, is procuring one AAON Model RNA-025 rooftop heat pump unit on a brand-name, supply-only basis with proposals due July 16, 2026. The procurement is set aside as 100% Women-Owned Small Business with a $19 million size standard.
Place of performance is Westlake, Maryland (delivery to NSWC Carderock Division, Building 143, Bethesda, Maryland 20817-5700). Delivery is required by September 30, 2026. The unit specifications include 2-inch double-wall construction with thermal break, 460V/3-phase/60Hz power, R-454B refrigerant, variable-capacity primary compressor with 2-step secondary compressor, stainless steel drain pan, direct-drive plenum fans, economizer controls, and 1-year limited parts and labor warranty plus 5-year compressor parts-only warranty. The solicitation explicitly excludes installation services, BAS integration, smoke detectors, airflow monitoring, vibration isolation rails, mounting hardware, wiring, and rigging.
This is a non-competitive procurement under FAR 13.106-1(b)(1)(i). Market research established that the AAON RNA-025 is the sole source meeting essential requirements: the replacement unit must match custom-engineered curb and ductwork designed specifically for the existing AAON RNA-025, and any alternative brand would require an estimated $10,000 in structural modifications. The facility's electromagnetic interference-sensitive infrastructure was specially engineered with non-ferrous metals, compatible only with the AAON RNA-025. Alternative sourcing would create estimated $25,000 to $35,000 in unrecoverable duplicated costs and approximately 90 business days of project delay.
Evaluation criteria are technical acceptability on pass/fail basis, past performance, and price reasonableness. The Procuring Contracting Officer is Kristen Duhaime; the Contract Specialist is Arnel Ngo at (757) 478-2013.
