About this opportunity
The Department of the Air Force Headquarters is seeking qualified vendors to provide Strategic Plans and Policy Support Services (SPPSS) to support the Deputy Chief of Staff for Strategic Deterrence and Nuclear Integration (AF/A10) through a Request for Information (RFI) issued on March 2, 2026. The services encompass technical, analytical, operational, programmatic, and planning support across eight major task areas, including International Treaties and Agreements, Countering Weapons of Mass Destruction, Nuclear Enterprise support, Legislative Support, Emerging Deterrence Issues Research, Integrated Air and Missile Defense policy support, IT and cybersecurity support, and program management. Key requirements include personnel with appropriate security clearances (most Key Personnel requiring active Top Secret/Sensitive Compartmented Information clearance), workforce stability with turnover not exceeding 15 percent, and the ability to deliver 50 enumerated products including policy papers, briefing materials, and analytical reports. The Air Force is using this RFI for information and planning purposes to identify potential vendors' capabilities and to engage industry feedback on risks and opportunities; evaluation will focus on vendor experience and technical capabilities in the specified support areas. Interested vendors must submit capability statements (not to exceed 10 pages) by March 17, 2026 at 10:00 a.m. EST to the Contracting Officer and Contract Specialist, and questions regarding the RFI must be submitted by the same deadline.
This RFI is issued without a set-aside designation and does not constitute a binding commitment to issue a Request for Proposal or award a contract. No incumbent contractor is identified in this notice, and the Air Force will not pay for any costs associated with responding to this RFI. The opportunity is classified under NAICS code 541690 (Other Scientific and Technical Consulting Services) and PSC code R499 (Support-Professional: Other), and no specific contract value or award range is provided in the pre-solicitation notice. The required performance locations span multiple locations including CONUS and OCONUS sites such as Langley AFB, Wright-Patterson AFB, Peterson AFB, Hurlburt Field, Barksdale AFB, Ramstein Air Base, Joint Base Pearl Harbor-Hickam, and Shaw AFB. Contractor personnel must meet performance thresholds including 95 percent of deliverables accepted on first submission with only minor revisions and zero security deficiencies throughout the contract period, with monthly status reports due by the 10th of each month and quarterly in-progress reviews required.
