About this file

This is a Request for Information (RFI) issued by the United States Air Force for the A10 Strategic Plans and Policy Support Services (SPPSS). The RFI is for information and planning purposes only and does not constitute a Request for Proposal or commitment to contract. The Government will not pay for costs associated with responding to the RFI, and not responding does not preclude participation in any future RFP. The applicable NAICS code is 541690 (Other Scientific and Technical Consulting Services).

The primary objective is to identify potential vendors—large, small, and socioeconomic concerns—with experience and capabilities to perform technical, analytical, operational, programmatic, and planning subject matter expertise support for AF/A10's Strategic Deterrence and Nuclear Integration mission. Support areas include International Treaties and Agreements, Foreign Clearance Program, Countering Weapons of Mass Destruction, Nuclear Stockpile Management, Nuclear Enterprise Group Management, Missile Defense, Nuclear Deterrence Research and Education, Strategic Policy, Ancillary Information Technology Support, and Program Management. A secondary objective is to engage industry to identify risks, opportunities, and recommendations pertaining to the acquisition and work scope. The RFI also provides an advanced draft Performance Work Statement to allow qualified vendors time to prepare for a potential future RFP with a compressed response cycle.

Vendors must submit capability statements by 17 March 2025 at 10:00am EST via email to Contracting Officer Margaret Santos (margaret.santos@us.af.mil) and Contract Specialist Timothy Prymak (timothy.prymak@us.af.mil). Responses must include administrative information (point of contact, CAGE code, DUNS number, small business status), feedback on PWS requirements and potential risks, and a detailed capability approach limited to 10 pages in Microsoft Word format using Calibri or Times New Roman 11-point font. Questions must be submitted by 17 March 2026 at 10:00am EST and will not be accepted verbally; the Government does not guarantee answers to questions received after 31 July 2025.

Request for Information

1. Purpose THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.

This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals. Vendors are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP that may be issued.

2. Objectives

* Please note that this RFI is to provide the current version of the A10 Strategic Plans and Policy Support Services (SPPSS) PWS that was previously posted on SAM.gov under Notice ID FA701426_SPPSS. If you have previously provided a Capability Statement in response to the prior RFI (FA701426_SPPSS), please acknowledge if the submitted Capability Statement requires no changes or please provide an updated capability statement if required. *

One objective of this RFI is to identify potential vendors (large, small, and socioeconomic concerns) who have the experience and capabilities to successfully perform this work. Vendors are also encouraged to provide information regarding plans to use joint venturing (JV), partnering or consortiums to meet the requirements areas contained herein. Details pertaining to the entire scope of work are contained in the attached Performance Work Statement (PWS).

A second objective is to engage industry to identify risks and opportunities, provide recommendations and other insights as it pertains to the acquisition and the work contemplated in the PWS.

Additionally, if an RFP is subsequently issued, the Government anticipates a compressed response cycle;

therefore, this RFI will provide advanced delivery of the attached Draft PWS, which should allow qualified vendors the necessary time to consider a potential RFP response/proposal and to build necessary teaming relationships.

3. Background

Headquarters United States Air Force (AF/A10) provides Strategic Deterrence and Nuclear Integration.

The purpose of this effort is to provide technical, analytical, operational, programmatic, and planning subject matter expertise support for AF/A10, and its component divisions. All work performed in support of this effort shall support AF national security strategic plans and policies, concepts, and initiatives. The Contractor support provided will cover International Treaties and Agreements, the Foreign Clearance Program (FCP), Countering Weapons of Mass Destruction (CWMD), Nuclear Stockpile Management, Nuclear Enterprise Group Management, Missile Defense, Nuclear Deterrence Research and Education, Strategic Policy, Ancillary Information Technology Support and Program Management.

Historically, AF/A10 has relied on Contractor support to assist in the development and maintenance of policy on national security issues across its portfolio. The reliance on industry exists because much of the subject matter expertise resides in the Contractor community. It is the Contractor base that provides the Air Force (AF) with the institutional knowledge and continuity in implementation to support AF mission requirements.

The Contractor shall ensure Contractor personnel take action to fully integrate into AF/A10 creating a seamless Government-Contractor team. The Contractor shall manage Contractor personnel. The Contractor shall interface and provide services to support AF/A10 and subordinate divisions/branches as described in the corresponding sections of this work statement.

The applicable NAICS code for this effort is 541690, Other Scientific and Technical Consulting Services.
