About this opportunity
The 36th Contracting Squadron, Pacific Air Forces, establishes the A-STRIDE (Andersen Strategic Transformation in Rapid Infrastructure and Delivery Enterprise) umbrella framework for facility construction and repair projects under 10 U.S.C. 2808a, posted October 29, 2026. This parent notice is not a solicitation. No proposals are requested against it, and proposals are accepted only in response to individual Areas of Interest (AOIs) posted separately on SAM.gov as "ASTRIDE_AOI_Project Title," each referencing this notice. No set-aside is used. Resulting agreements are Other Transaction Agreements under the statutory authority to carry out repair and construction projects, including planning, design, engineering, prototyping, piloting, and execution. The 36 CONS is located at Andersen Air Force Base, Guam, and coordinates with AFIMSC, AFICC, and AFCEC.
Phase 1 requires a Solution Brief (white paper maximum five pages or 15-slide deck) addressing construction capability and past performance. Phase 2 is an oral pitch with a 15-page slide deck covering technical methodology, logistics, rough order of magnitude pricing, and schedule. Phase 3 proceeds through either direct negotiation with a single respondent or a competitive "bake-off" among qualified respondents. Evaluation criteria may include constructability, site safety, cybersecurity, DoD engineering compliance, base security protocols, and specialized credentials, among others. Permissible pricing structures include Firm-Fixed-Price, Fixed-Price Incentive/Target Cost, Guaranteed Maximum Price, cost-reimbursable equivalents, and hybrid milestone structures. Congressional notification is required not later than 14 days before transaction execution. Follow-on transactions may be awarded non-competitively to successful initial participants. Phase 1 Solution Briefs enter a Solutions Repository valid for 12 months and may be shared with other DAF units for similar projects; respondents may opt out.
Notice text
The A-STRIDE (Andersen Strategic Transformation in Rapid Infrastructure and Delivery Enterprise) framework is utilized by the 36th Contracting Squadron (36 CONS) to deliver innovative acquisition and global engineering solutions that ensure our forces are mission ready. A-STRIDE is designed to bypass the administrative lag of traditional procurement and leverage industry expertise, leading capabilities, and highly flexible project delivery models. The 36 CONS executes this program under the statutory authority of 10 U.S.C. § 2808a(a), which authorizes the Secretary concerned to enter into transactions (other than contracts, cooperative agreements, or grants) to carry out repair and construction projects for facilities, including the planning, design, engineering, prototyping, piloting, and execution of such repair and construction projects.
A-STRIDE serves as an overarching framework (the "Master Notice"). Facility Construction or Repair Project opportunities will be independently posted on SAM.gov as an Area of Interest (AOI) -- "ASTRIDE_AOI_Project Title" -- referencing this ASTRIDE parent notice that outlines a competitive, streamlined three-phase procedure to submit responses to active AOIs. No proposals are being requested against this parent document; proposals will only be accepted in response to active, published AOIs.
