About this opportunity
The U.S. Army Corps of Engineers - St. Paul District issued solicitation W912ES25QA014 seeking a replacement A-frame to be mounted on a government-owned barge for hoisting 4,000-pound anchors from river bottoms during dredging operations. The solicitation offered multiple procurement options including purchase, short-term rental (6 months), long-term rental (2+ seasons), or lease-to-own arrangements, with the A-frame required to have a nominal capacity of 20 tons and meet AISC 360-22 standards. Offerors were required to provide either a Naval Architectural Analysis or detailed technical specifications including total weight, load ratings, center of gravity, and dimensional drawings for review by the U.S. Army Corps of Engineers Marine Design Center. The evaluation criteria included technical qualifications, schedule compliance, recent relevant experience, past performance, and price. The original solicitation was posted on April 7, 2025, with quotes due by 11:00 AM on April 22, 2025, and delivery required by May 30, 2025. However, on July 21, 2025, the government issued Amendment 0001 canceling the entire solicitation due to changed requirements.
This was designated as a 100% Small Business Set-Aside opportunity under NAICS code 333923 (Overhead Traveling Crane, Hoist, and Monorail System Manufacturing), requiring offerors to be registered in the System for Award Management (SAM). No incumbent contractors or specific award values were disclosed in the solicitation documents. The technical requirements specified that the A-frame must have a maximum stowed height of 25 feet, support a 20-ton breaking force cable, include two 20-ton attachment points, and be compatible with a floating platform measuring 54 feet in length, 24 feet in breadth, and 5 feet in depth. The place of performance was identified as the Army Corps of Engineers Civil Works Service Base in Fountain City, Wisconsin, where the government would provide forklift and crane support for off-loading and handle installation using government labor. The urgent nature of the requirement was emphasized throughout the original solicitation, though the subsequent cancellation indicated that the government's operational needs had changed, eliminating the requirement for this specialized marine equipment.
