About this file

This document is a Statement of Work for an A-frame replacement for the U.S. Army Corps of Engineers - St. Paul District. The solicitation seeks a replacement A-frame for hoisting 4,000 lb anchors during dredging operations, with multiple procurement options including short-term rental, long-term rental, lease-to-own, or purchase. The A-frame must be designed to meet AISC 360-22 standards, support a 20-ton breaking force cable, have a total stowed height not exceeding 25 feet, and include all necessary components to operate independently.

Key technical requirements include a preferred skid-mounted "turnkey" design with luffing capabilities, two 20-ton attachment points, and compatibility with a floating platform measuring 54' in length, 24' in breadth, and 5' in depth. Vendors must provide either a Naval Architectural Analysis or detailed specifications about the A-frame's weight, load ratings, center of gravity, and dimensions. The delivery deadline is May 30, 2025, with quotes to be reviewed by the U.S. Army Corps of Engineers Marine Design Center. This is a 100% small business set-aside solicitation, with quotes to be submitted to the contract specialist via email.

1. General Information.

a. The U.S. Army Corps of Engineers - St. Paul District (USACE-MVP) requires a replacement A-frame for hoisting 4,000 lbs. anchors embedded in the riverbed, utilized during dredging operations of the Dredge Goetz. Quotes can either be for short term rental or lease, long term rental or lease, Lease to own, or purchase.

b. The quote will cover the new a-frame, shipment of the a-frame to the location identified in Section 3. Billing/Shipping Address Point of Contact, and installation instructions for the customer to install / secure the a-frame internally. Forklift and crane capabilities are available onsite for offloading of the new frame.

c. The current a-frame and barge were designed as one operating asset in the

1930’s with drawings that can be difficult to read, direct all questions to the Contracting Office during the quote process.

d. Naval Architectural Analysis (NAA) is required to ensure proposed a-frame will mate with existing floating platform (see item 2.h – Barge dimensions). A-frame must be able to structurally rest / perform all design functions while also always maintain within 3° list & trim during all operations.

(1) This can be accomplished by submitting a completed NAA according to EM 385-1-1 16-8.z – Floating crane / derricks, crane barges, and auxiliary shipboard-mounted cranes

OR

(2) Submitting the following information pertaining to the proposed a-frame

i. The entire weight of the a-frame. This includes the weight of the winch, winch cable, hydraulic controls, and any power such as generators used in powering a skid mounted type a-frame.

ii. Load ratings of the a-frame and locations of those loads on the frame.

iii. A-frame center of gravity.

iv. Dimensions of the skid mounted a-frame or dimensions of the stationary type a-frame.

v. Digital copies of the a-frame dimensions need for the review process.

**All quotes will be reviewed by US Army Corps of Engineers - Marine Design Center (MDC) and the customer during the bid review process**

e. Quotes will include the projected delivery date of the a-frame. Projected delivery date must occur prior to May 30th, 2025.

f. Submitted offers must include drawings and total weight for the proposed a-frame.

SUBJECT: Scope of Work/Technical Specifications Anchor Barge A-frame Replacement

g. Short-Term Rental will be for one dredging season (Delivery Date – 31 December 2025). Government personnel will provide routine maintenance in accordance with operators’ manuals. Please include the terms of the rental with your quote.

h. Long-Term Rental / Lease will be for multiple seasons, with the a-frame remaining installed on the USACE crane barge over the winter. Government personnel will provide routine maintenance in accordance with operators’ manuals. Please include the terms of the rental / lease with your quote.

i. Lease-to-Own – Please include the terms of a lease-to-own agreement, including length of lease offered, preferred payment terms (e.g. monthly, annually), and any conditions for early pay-off.

j. Purchase – Government will pay using standard commercial terms (see 52.212-4 Contract Terms and Conditions – Commercial Items and Services), i.e. NET 30 days after delivery and invoice receipt.

2. Specific Information.

Below are the requirements for the new a-frame.

**Drawings of the floating platform and current a-frame are included**

a. Proposed a-frame structure must be designed to meet, at minimum AISC 360-22.

ABS 152 – Certification of Lifting Appliances design criteria preferred.

b. Proposed a-frame must be designed / manufactured so that it can be transported

(fully or in pieces to be assembled) to the location identified in Section 3.

Billing/Shipping Address Point of Contact for installation on a floating platform (barge).

a. If design for the proposed a-frame is to be disassembled / reassembled, detailed instructions of said process must be included.

c. Customer preferred proposed a-frame would be a “turnkey” skid mounted design package that is ready for installation. Secondary option includes a stationary a-frame welded directly to the barge deck.

a. Current floating platform is not equipped with electrical / hydraulic power generation or any mechanical means to generate electrical / hydraulic power. All proposed a-frame(s) must include all necessary components to fully operate independently of installation location.

d. The a-frame structure must be able to support the break force strength of the 5/8”

– 6x19 retrieval cable (anchor tail wire) with a breaking force of approx. 20 tons.

e. Proposed a-frame structure will have a minimum of (2) attachment points each rated for 20 tons and configured in such a way to allow for installation of standardized snatch block(s). Both attachment points must be rated for proposed a-frame max capacity when exclusively used. If used in conjunction with each other, total capacity cannot exceed proposed a-frame max capacity.

f. The total stowed height should not exceed 25ft vertically. Minimum operating height for lifting applications is 20ft, which can be exceeded if overall vertical height stowed does not exceed 25ft vertically.

a. Proposed a-frame structure is preferred to have luffing capabilities.

g. Concrete pad located on stern of floating platform measuring 16ft x 16ft x 5in.

Current lifting winches are installed on this pad. The a-frame footprint on the barge deck should not exceed 24’ in width and 25’ in length unless stowed position will not interfere with current concrete pad.

h. Barge dimension: Length 54’, Breadth 24’, Depth 5’

i. Miscellaneous pictures.

j. Numerous supporting documents will also accompany this scope. These include AutoCAD file, and original drawings of the barge and A-frame.

3. Billing/Shipping Address Point of Contact.
