About this opportunity

The National Park Service Intermountain Region is soliciting proposals for a comprehensive concession contract (CC-GRTE001-27) to operate lodging, campgrounds, food and beverage services, retail operations, marina services, and other ancillary services within Grand Teton National Park. The contract will commence on January 1, 2027, and represents a significant business opportunity to manage multiple revenue-generating operations across the park. Prospective offerors must submit written questions regarding the Prospectus by October 14, 2025, at 4:00 p.m. Mountain Time to Erica Harris at imr_concessions@nps.gov. A Notice of Intent to Propose is required by December 16, 2025, also at 4:00 p.m. Mountain Time, and only entities providing this notice will be eligible to submit formal proposals. Electronic proposals are due on January 8, 2026, with hardcopy transmittal letters due by January 15, 2026. The NPS has released Amendment 2 to the solicitation, which provides corrected Excel financial forms addressing double-counting errors in revenue and expense calculations, affecting income statements and operating assumptions for various operational segments including corrals and fuel revenue.

This solicitation contains no set-aside designations and represents an open competition for all qualified entities. The place of performance is Grand Teton National Park, located in Moose, Wyoming 83012. The contract opportunity falls under NAICS code 713990 (All Other Amusement and Recreation Industries) and PSC M1FB (Operation of Recreational Buildings), indicating the recreational and hospitality nature of the services required. Prospective offerors are encouraged to conduct site visits to familiarize themselves with the park's physical conditions and operational requirements; the NPS previously hosted a two-day site visit on September 20-21, 2023, with relevant materials available in the Prospectus Appendix J. While specific award values and detailed performance metrics are contained within the full Prospectus and financial proposal forms, the solicitation emphasizes comprehensive operational planning across multiple service lines, requiring offerors to demonstrate capability in managing diverse hospitality and recreational operations simultaneously within a federally protected environment.

Amendment 2

The NPS amends this solicitation to:

  • Delete: Appendix B Proposal Package PSF4 Excel Forms Amendment 1 (Excel)
  • Replace with: Appendix B Proposal Package PSF4 Excel Forms Amendment 2 (Excel)

In this Amendment 2, the Service makes the following adjustments:

  • Income Statement Form: Total Operating Expenses (Row 146). The formula has been adjusted to remove double-counting the Total Cost of Sales (Row 45) because Cost of Sales is included in Total Direct Expenses (including Cost of Sales) (Row 122).
  • Operating Assumption Form: In the Corrals section, Jackson Lake Lodge Stables (Row 168) has been removed from reference. Offerors must provide assumptions for Number of Customers (Row 169) and Average Revenue Per Customer (Row 170) as a total of all operating locations. Offerors should explain assumptions in the field Additional Description (Column R).
  • Operating Assumption Form: Grand Total Revenue (Row 207). The formula has been adjusted to remove double-counting Jackson Lake Lodge Fuel Revenue (Row 130) because this revenue is included in Total Fuel Revenue (Row 137).
  • Operating Assumption Form: Grand Total Revenue (Row 207). The formula has been adjusted to include revenue from Retail- Genuine Authorized Native Handicrafts revenue (Row 123).

All deadlines remain as updated in Amendment 1.

Amendment 2 will be available at https://www.nps.gov/subjects/concessions/prospectuses.htm. The updated Appendix B Proposal Package PSF4 Excel Forms Amendment 2 (Excel) is also attached to this Sam.gov notice.
