About this opportunity
The National Park Service is seeking proposals for up to six concession contracts to provide instruction and guide services in technical rock climbing or ice climbing within Rocky Mountain National Park. The soliciting agency is the Department of the Interior National Park Service Intermountain Region, with the contracts expected to commence on January 1, 2026. This Amendment 2 notice updates critical deadlines, with the Notice of Intent to Propose due August 6, 2025, electronic proposals due August 8, 2025, and hard copy transmittal letters due August 15, 2025. Questions regarding the prospectus must be submitted to Jennifer Parker at Jennifer_Parker@nps.gov by 4:00 p.m. Mountain Time on May 23, 2025. The evaluation criteria and specific contract terms are detailed in the prospectus available at the NPS concessions website, and no formal site visit will be conducted by the Service.
This opportunity does not utilize any set-aside designations and is open to all qualified offerors. Existing concessioners for contracts CC-ROMO031-16, CC-ROMO032-16, CC-ROMO034-16, and CC-ROMO035-16 hold preferred offeror status, which allows them to match the terms of the best proposal if their submission is not selected. However, no preferred offeror designation exists for contracts CC-ROMO003-16 and CC-ROMO033-16. The six concession contracts being awarded are numbered CC-ROMO003-26, CC-ROMO031-26, CC-ROMO032-26, CC-ROMO033-26, CC-ROMO034-26, and CC-ROMO035-26. Services will be performed in Estes Park, Colorado, within Rocky Mountain National Park, and the solicitation notice does not specify contract values or budget ranges. Amendment 2 addresses technical difficulties with the Microsoft Teams submission platform and extends deadlines to accommodate these challenges.

Amendment 2 changes the following due dates and updates the Prospectus Inside Cover.
NOTICE OF INTENT TO PROPOSE DUE: August 6, 2025
ELECTRONIC PROPOSALS DUE: August 8, 2025
HARDCOPY OF OFFEROR’S TRANSMITTAL LETTER DUE: August 15, 2025
Notice of intent and proposals must be received by the National Park Service no later than 4:00 P.M. Mountain Time on the revised due dates listed above.
The Service recognizes the requirement for the Notice of Intent to Propose was listed only on this Prospectus Inside Cover and not clearly stated in the Sam.gov notice or on the Commercial Services Business Opportunities website. As a result, the deadline for the Notice of Intent to Propose is extended to August 6, 2025. Please send this to Erica_Harris@nps.gov. If you have already submitted a Notice of Intent to Propose and received confirmation from the Service, you do not need to resubmit.
Additionally, the Service recognizes interested entities are encountering technical difficulties when registering in the Microsoft Teams site to submit proposals. The Electronic Proposal Due Date is extended to August 8, 2025, and the Service encourages all entities to leave sufficient time in registering the site and submitting proposals.
As a result, the Service extends the deadline to receive a hard copy of the offeror’s transmittal letter to August 15, 2025. The mailing addresses are unchanged.
If you encounter technical difficulties, please email IMR_Concessions@nps.gov for assistance.
If you would like confirmation the Service has received your proposal, please email IMR_Concessions@nps.gov or erica_harris@nps.gov.
