About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center is issuing a Draft Request for Proposal for AT-6 spare parts and support items for the Royal Thai Air Force (RTAF) under a Building Partner Capacity program. This is a pre-solicitation notice intended solely for information gathering and feedback on the draft requirements; no proposals will be accepted at this stage. Interested parties must submit questions and comments by February 6, 2026, 11:59 PM EST to Jeffrey J. Heilman and Jacquelyn Cain at the provided email addresses. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) approach based on two primary factors: Technical evaluation (Bill of Material Compliance and Delivery Schedule Approach on a pass/fail basis) and Price evaluation (completeness, reasonableness, and Total Evaluated Price). A critical entry gate requirement mandates that offerors demonstrate a prior contract greater than $5 million within the past five years and international delivery experience for components outside North America. The final RFP is expected to be released following this comment period, with proposal submissions required within 35 days of the final RFP release.
This procurement is designated as a Competitive 8(a) set-aside. The estimated contract value is approximately $600,000 and will cover specific equipment including two MX-15 Purge Kits, two Storage Room Dehumidifiers, two TNR2x ROVER Handheld Transceivers, and ten AT-6 Tow Bars, along with associated training and transportation. The contract will include Tactics, Techniques and Procedures Mobile Training Team training for AERONet and MX-15D systems, with OCONUS user training to be conducted in Chiang Mai, Thailand, serving approximately ten students. The performance period will run from January 1, 2026, through September 30, 2026, and the contract will be awarded as a firm fixed-price agreement to one contractor. Contractors will be required to submit fully digital proposals organized in four volumes—Executive Summary, Technical Proposal, Price Proposal, and Model Contract Documentation—and must comply with extensive Contract Data Requirements List deliverables including Integrated Program Management Reports and monthly status reports.
