About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 8, seeks design, fabrication, and installation of a terrace canopy at the VA Caribbean Healthcare System in San Juan, Puerto Rico, with offers due August 28, 2026 at 10:00 a.m. EDT. This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses under NAICS 238190.
Place of performance is San Juan, Puerto Rico. The contract is firm-fixed-price with a performance period extending from August 28, 2026 to February 28, 2027, requiring completion within four months of Notice to Proceed. The canopy shall be approximately 80 feet in length with a 5-foot projection, fabricated off-site using 24-gauge Galvalume panels on a galvanized steel tubing frame with mechanical anchoring. The tubing frame and anchoring elements shall be square tubular, with gage determined by a structural engineer per calculations to comply with seismic and wind load resistance requirements. The contractor must provide all labor, materials, tools, equipment, and resources, including shop drawings with structural calculations signed by a Puerto Rico-licensed engineer, a comprehensive safety plan, all required permits, and an as-built survey completed before fabrication. Installation is limited to after-hours weekdays (5 p.m. onward) and all-day weekends. The contractor must hold 30-hour OSHA certification for the on-site project manager and provide a one-year warranty covering defective materials and workmanship, with on-site repairs required within 14 business days for non-structural issues and 5 business days for structural issues. A mandatory site visit occurred August 14, 2026 at 8:00 a.m. Evaluation criteria are technical capability, past performance on similar projects within the last five years, and price reasonableness. Amendment 0001 dated August 19 extended the deadline from August 25 and provided a corrected RFQ document; vendors must use the corrected document.
