About this opportunity

The Department of the Army National Guard is soliciting comprehensive planning, execution, and evaluation services for Chemical, Biological, Radiological, and Nuclear (CBRN) training exercises for the 93rd Weapons of Mass Destruction Civil Support Team in Hawaii. The contractor must develop and execute five distinct WMD/HAZMAT training exercises during fiscal year 2026, with an option for six additional exercises in fiscal year 2027, delivering unique scenarios, role player management, venue coordination, and formal After Action Reports to assess unit performance. Key qualifications include demonstrated past performance with at least three successful full-scale CBRN exercises conducted within the past five years that served as external evaluation exercises, with all personnel required to hold NFPA 472 Hazardous Materials technician-level certifications and possess a minimum of 10 years of hazardous materials operations experience. Award will be made to the responsible vendor whose quote is most advantageous to the Government considering price and other evaluation factors using streamlined simplified acquisition procedures. The deadline for proposal submission is January 28, 2026, at 12:00 PM Hawaii Standard Time, and questions were due by January 19, 2026, at 5:00 PM HST. An amendment issued on January 21, 2026, added clarifying questions and answers documentation but did not extend the solicitation closing date.

This solicitation is set aside as a total small business contract with a Women-Owned Small Business (WOSB) designation and a size standard of $16.5 million, with no incumbent contractor identified as this is a new requirement. The contract will cover exercise support services spanning four Hawaiian counties—Honolulu, Maui, Hawaii, and Kauai—with exercises designed to train up to two full Civil Support Teams (44 Soldiers/Airmen) per exercise. The contractor is solely responsible for identifying and securing a minimum of two distinct indoor or mixed-use venues per exercise location and must submit detailed price breakdowns as separate firm-fixed-prices per exercise for both the base year and all option years, with billing occurring after each exercise completion. The contract period runs from October 2025 through September 2027, with exercise support beginning in April 2026, and the place of performance is Honolulu, Hawaii. The Hawaii Army National Guard Army Radiation Permit documentation was included as a supporting government file to address radiation-related operational procedures and compliance requirements for the training exercises.
