93CST Exercise Support FY26-27 Questions & Answers
21 January 2026
1. Is this a new requirement or is there an incumbent?
a. This is a new requirement and there is no incumbent contractor performing these services.
2. Could you please clarify if a minimum number of role players is required for the solicitation, or if the quantity will be determined on an as-needed basis per exercise?
a. Quantity will be based on final planning meeting with each County.
3. If this is a new requirement or historical data is unavailable, can the Government provide an estimated staffing model per exercise, to include the anticipated number of Incident Commanders, FBI / Local Law Enforcement, Explosive Ordnance
Disposal (EOD), Safety Officers, Staging Officers, Medical reach-back personnel, Other specialized role players, Subject Matter Experts, Management / Exercise
Control staff, and Moulage personnel?
a. Quantity and level of involvement will be based on final planning meeting with each County, specifically FBI / LE, EOD, however, Contractor may take lead and serve roles to include Incident Commander, staging officers, safety officers, medical reach back, other specialized role players, Subject Matter
Experts, Management / Exercise Control staff, and lead on performing
Moulage and gathering volunteers who require moulage.
4. The PWS states that “multiple venues” are required per exercise week. Can the
Government clarify the expected number of venues per exercise?
a. Each exercise week will require multiple venues to conduct CBRN training. Coordination and securing of venues is the sole responsibility of the contractor. Require comprehensive CBRN lanes to sustain training for up to 2 full CSTs (44 Soldiers/Airmen) per exercise. This is training dependent, however, a minimum of 2 locations/buildings at different sites should be utilized. It may be more based on size of venues.
5. Please clarify whether the target sites identified by the contractor are expected to be indoor, outdoor, or mixed-use.
a. Primarily indoor, though sensible ideas such as screened in makeshift additions could be used if it creates an indoor space for lab set ups.
Additionally, outdoor or mixed venues may be considered depending on mission objectives.
6. Are there any pre-approved facilities or historical sites that the Government expects the contractor to use in each county, or is the contractor expected to identify all venues independently?
a. County POCs will be shared with Contractor, however, it is sole responsibility of Contractor to coordinate venues. To encourage variability and encourage personnel to become adaptable to new environments, request new venues for exercise.
7. Please clarify whether all role players (e.g., Incident Command, Law Enforcement, EOD, Safety, Staging, Medical Reach-back) are required to possess HAZMAT
Operations experience at the “Technician” level, or if this applies only to certain roles.
a. See PWS. All staff and contracted personnel must have HAZMAT Technician certification IAW NFPA 472 with at least 10 years of experience in HAZMAT operations. To clarify, MASCAL or injured role players who are performing as casualties do not need specialized training.
8. If not all personnel are required to meet the “Technician” level, please specify which roles must meet that standard and any alternative qualification standards for other role players.
a. See PWS. All staff and contracted personnel must have HAZMAT Technician certification IAW NFPA 472 with at least 10 years of experience in HAZMAT operations. To clarify, MASCAL or injured role players who are performing as casualties do not need specialized training.
9. Please confirm the number of resumes required with the proposal.
a. Contractor must submit proof of successful performance of at least three (3)
CST/CERF-P external evaluations in last five (5) years in which full scale
CBRN exercises took place.
10. Are resumes required for all labor categories or only specific personnel?
a. Contractor must submit proof of successful performance of at least three (3)

11. Since the Government will provide specific exercise requirements no later than 30 days prior to execution (as stated in the solicitation), may final personnel assignments, resumes, and certifications be submitted at that time rather than at proposal submission?
a. No. Final personnel assignments, resumes, and certifications must be submitted with proposal. Modifications to personnel may be adjusted following contract award and final planning meetings, as needed. Also, contractor must submit proof of successful performance of at least three (3)
CST/CERF-P external evaluations in last five (5) years in which full scale
CBRN exercises took place.
12. Can the Government provide a pricing template or standardized pricing format will standardize pricing requirements and support the government in fairly evaluating the best offer?
a. The solicitation requires offerors to provide a detailed price breakdown corresponding to the Contract Line Item Number (CLIN) structure.
13. Does the Service Contract Act (SCA) apply to this requirement? If yes, will the
Government provide the applicable Wage Determination(s) for each county?
a. No
14. Does the Government have an Independent Government Cost Estimate (IGCE) for this requirement?
a. Yes
15. May offerors include a video demonstrating relevant training exercises as an attachment to their proposal?
a. No. All submissions shall be in PDF format. A video link may be provided with the list of previously performed contracts in reference to the exercise.
16. Is there a page or font size limit for the proposal?
a. No
17. Can we bill monthly? Or after each exercise?
a. After each exercise
