About this opportunity
Military Sealift Command seeks a 90-day tanker time charter for clean petroleum products (F76 and/or JP5) with proposals due October 28, 2026. Amendment 0001, issued October 23, establishes two layday windows: December 3–4 and December 19–20, 2026.
Place of performance is Japan, with delivery at Ulsan, South Korea and redelivery at Sasebo, Japan. The procurement permits multiple awards up to two vessels. Vessels must be U.S. or foreign flag, double-hull tankers with minimum cargo capacity of 240,000 barrels, maximum length of 200 meters and deadweight of 50,000 metric tons, and minimum laden speed of 13 knots. Tankers must carry an Inert Gas System and Segregated Ballast Tanks, hold current Ship Inspection Report (SIRE) certification, valid Class Society Safety Management Certificate, and valid Flag State International Ship Security Certificate. Crew must exclude nationals from China, Iran, North Korea, and Russia. Offerors must provide stowage plans demonstrating ability to load 240,000 barrels of both F76 and JP5 without exceeding 13.41 meter draft, current vessel inspections, and Certificates of Quality for the last three cargoes.
Award is made to the lowest-priced, technically acceptable offeror(s) based on charter hire rate, fuel costs at $1,604.88 per metric ton for MGO/MDO, and other pricing elements. The NAICS code is 483111, Deep Sea Freight Transportation. This is a FAR Part 12 acquisition conducted under FAR 15 Contracting by Negotiation with firm-fixed-price contracts contemplated. Minimum proposal submission requires ship name, price, and signature. Contact: Jordan Morrison at jordan.a.morrison5.civ@us.navy.mil.
