About this opportunity
The Department of the Navy Military Sealift Command is conducting market research for the time charter of a 90-day dry cargo vessel with one 90-day option period. The vessel must be a U.S. or foreign-flag self-sustaining combination container/breakbulk ship with a minimum capacity of 250 TEUs, capable of speeds of at least 15 knots laden, an operating range of 8,000 nautical miles, and a draft not exceeding 35 feet. Critical vessel requirements include accommodation for 150,000 cubic feet of breakbulk cargo, support for at least 50 reefer containers with multiple voltage electrical systems, deck loading capacity of minimum 525 PSF to support vehicles including M-1 tanks, and cargo gear consisting of at least two booms or cranes with 30 long ton safe working load lifting capacity. The procurement will be evaluated based on respondents' ability to meet all stated vessel specifications, proposed daily charter hire rates, availability and proposed layday dates, delivery and redelivery location in Singapore, and company qualifications. Interested parties must submit responses by 1100 hours Eastern Time on Friday, March 6, 2026, to Tiffany Gallon at TIFFANY.N.GALLON.CIV@US.NAVY.MIL or (564) 226-8986.
This is a market research notice with no set-aside designation, and no incumbent contractor or award value is specified. The solicitation requires respondents to provide detailed vessel information including the vessel name and description, proposed laydays with earliest availability date, daily charter hire rate, any delivery or redelivery bonuses, company name and unique entity identifier, business size, fuel consumption rates, and confirmation of compliance with all stated requirements. The small business size standard applicable to this water transportation service is NAICS 483111 with a 1,050-employee threshold. No specific budget range is disclosed in this pre-solicitation notice, as this is market research to gather pricing and availability information only and does not represent a commitment by the government to award a contract or reimburse respondents' costs.
