About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration, through its Network Contracting Office 10, is conducting a Sources Sought market research request for emergency drinking water procurement for the John D. Dingell VA Medical Center in Detroit, Michigan. The agency seeks a pallet containing 132 cases of emergency drinking water, with specific detailed requirements including 1-liter bottles that must have a minimum 20-year shelf life, be BPA-free, made of high-density polyethylene, and crush-resistant. Key qualifications include mandatory registration in the System for Award Management (SAM), with potential small business contractors required to be registered with the Small Business Administration (SBA). Interested contractors must submit comprehensive product specifications, company information, and SAM UEI details directly to Ghazal Jones, the contract specialist. The response deadline is firmly set for March 20th, 2025, at 5:00 PM Eastern Time, with all submitted materials evaluated for technical compliance and capability to meet the stringent water supply specifications.
The pre-solicitation notice does not indicate a specific set-aside for small businesses, though it explicitly encourages small business participation. The procurement covers a pallet size specification of no larger than 48W x 40L x 61H, with each case containing six 1-liter bottles that must meet complex technical requirements, including temperature tolerance between 50-70°F and the ability to float in flooding conditions. Delivery expectations mandate that all supplies be available within 14 days of contract award, delivered FOB Destination to the VA Medical Center. The water must be certified bacteria-free, aluminum-free, and recyclable, with multiple levels of tamper protection. While no specific award value is mentioned, the procurement is classified under NAICS code 312112 (Bottled Water Manufacturing) and PSC code 8960 (Nonalcoholic Beverages), suggesting a focused, specialized procurement with precise technical and logistical specifications.
