About this opportunity
The Department of Veterans Affairs Veterans Health Administration Network Contracting Office 2 is seeking fire-resistant uniforms to supply the Batavia and Buffalo VA Medical Centers through a firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract. The procurement will be conducted via Request for Quotes (RFQ) under Product/Service Code 8415 (Clothing, Special Purpose) and NAICS Code 812332 (Industrial Launderers). The solicitation requires contractors to provide various fire-resistant garments as detailed in the Statement of Work, including FR shirts, long-sleeve t-shirts (as undergarments only), and hooded sweatshirts, with the FR shirts offering Category 2 protection. While the government has not publicly disclosed specific evaluation criteria in the pre-solicitation notice, all prospective contractors must be registered in the System for Award Management (SAM) at the time of quote submission. The RFQ was posted on March 9, 2026, with a quote submission deadline of March 26, 2026 at 12:00 PM Eastern Time, and interested vendors may direct questions to Contracting Officer Jonathan Kilgore at jonathan.kilgore@va.gov.
This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), though the notice indicates that all responsible sources may submit quotes for consideration by the agency. No information regarding potential incumbents or current contractors has been disclosed in the pre-solicitation documentation. The contract period of performance spans five years, consisting of one twelve-month base period followed by four twelve-month option periods, providing substantial long-term supply requirements for the two VA medical centers. The small business size standard applicable to this NAICS code is $47.0 million; however, the specific dollar value or volume projections for the contract have not been disclosed in the available pre-solicitation materials. Contractors are responsible for downloading all solicitation documents and amendments directly from www.SAM.gov, as hard copies will not be provided.

Update #2 · Latest ·
The purpose of this amendment is to address a question submitted by an interested vendor. All other terms and conditions of the solicitation remain unchanged. See question below.
Question: Can you please advise if the hooded sweatshirt and long sleeve t-shirts are supposed to be FR, as well. I know it doesn t say, but it just didn t make sense that the outer clothing would not be FR too.
Answer: The Long Sleeve T-shirts mentioned in section III.5 of the SOW are being utilized as an undergarment and is only required to be 100% cotton. This is separate from the FR Long-Sleeved shirts in Section III.3 of the SOW as that is utilized as an outer garment.
The Hooded Sweatshirts mentioned in section III.4 of the SOW are not being utilized for tasks that require FR clothing, just as a regular outer garment. We do not require an FR sweatshirt as we have additional suits, and the FR Shirts in section III.2 and III.3 of the SOW offer category 2 protection.
