About this file
This is a modification to a previous notice addressing a vendor question regarding fire resistant (FR) clothing requirements for a Request for Quotes (RFQ) solicitation. The Department of Veterans Affairs Network Contracting Office 2 is seeking quotes for Fire Resistant Uniforms to supply the Batavia and Buffalo VA Medical Centers under SDVOSB set-aside. The solicitation number is 36C24226Q0380, with a response deadline of March 26, 2026 at 12:00 PM Eastern Time. The contract will be structured as a firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) agreement with a five-year period of performance consisting of one twelve-month base period and four twelve-month option periods.
The amendment clarifies that Long Sleeve T-shirts referenced in Section III.5 of the Statement of Work are undergarments only requiring 100% cotton construction and are distinct from the FR Long-Sleeved shirts in Section III.3 used as outer garments. Hooded Sweatshirts mentioned in Section III.4 are not required to be fire resistant as they are standard outer garments; the VA does not require FR sweatshirts given adequate FR protection is provided by the FR shirts in Sections III.2 and III.3, which offer Category 2 protection. All prospective contractors must be registered in the System for Award Management (SAM) and are responsible for downloading solicitation documents from www.SAM.gov. Questions should be directed to Contracting Officer Jonathan Kilgore at jonathan.kilgore@va.gov with RFQ 36C24226Q0380 in the subject line. The NAICS code is 812332 (Industrial Launderers) with a $47.0 million small business size standard, and the Product/Service Code is 8415 (Clothing, Special Purpose).

DESCRIPTION
The purpose of this amendment is to address a question submitted by an interested vendor. All other terms and conditions of the solicitation remain unchanged. See question below.
Question: Can you please advise if the hooded sweatshirt and long sleeve t-shirts are supposed to be FR, as well. I know it doesn’t say, but it just didn’t make sense that the outer clothing would not be FR too.
Answer: The Long Sleeve T-shirts mentioned in section III.5 of the SOW are being utilized as an undergarment and is only required to be 100% cotton. This is separate from the FR Long-Sleeved shirts in Section III.3 of the SOW as that is utilized as an outer garment.
The Hooded Sweatshirts mentioned in section III.4 of the SOW are not being utilized for tasks that require FR clothing, just as a regular outer garment. We do not require an FR sweatshirt as we have additional suits, and the FR Shirts in section III.2 and III.3 of the SOW offer category 2 protection.
