About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration is seeking styrofoam coolers and frozen gel packs for its Consolidated Mail Outpatient Pharmacy (CMOP) locations in Leavenworth, Kansas and Lancaster, Texas. The procurement will support shipping temperature-sensitive medications to veteran patients, with strict requirements for cooler dimensions, box certification, and special characteristics including anti-static, non-toxic materials. Vendors must submit product samples for a rigorous pass/fail evaluation that assesses size, construction, temperature maintenance, and packaging ease. All samples must be received by the close of the Request for Quotes and will not be returned. The solicitation is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with a response deadline of May 29, 2025.
The pre-solicitation notice indicates no specific set-aside designation for the contract. Estimated six-month requirements include 270,000 small coolers, 40,000 medium coolers, and 5,500 large coolers for Leavenworth, with comparable quantities for Lancaster, plus 12,000 cases of 8 oz frozen gel packs. Vendors must demonstrate capability to handle daily deliveries, manage emergency orders within one business day, and maintain sufficient inventory to accommodate potential workload fluctuations. The VA requires vendors to provide written packing instructions and be prepared to exchange or refund defective products, with a one-business-day pickup requirement for returned goods. While specific award values are not disclosed, the contract emphasizes the government's right to adjust quantities and is not obligated to purchase minimum amounts.
