About this opportunity
The National Institutes of Health, Office of the Director is conducting a market survey to determine small-business availability and technical capability to provide a new 7T MRI system (Siemens Magnetom Terra.X or equivalent) with local gradient coil, with capability statements due June 25, 2026. This procurement is set aside for total small business, including 8(a) small businesses, small disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses.
The equipment will serve the Functional MRI Facility (FMRIF) at the NIH Clinical Center. The system must be a 7T actively shielded superconducting magnet with field homogeneity less than 5 ppm peak-to-peak over a 25 cm diameter spherical volume and zero boil-off technology. Local gradients must deliver at least 200 mT/m maximum amplitude and 900 T/m/s slew rate. RF electronics must include eight independently controllable transmit channels at minimum 1 kW pulsed power on-resonance and a receiver system with a minimum of 64 digital receivers including at least eight broadband channels (10–298 MHz) capable of detecting nuclei including ¹H, ¹⁹F, ³¹P, ¹³C, and ²³Na. The system must include an 8Tx/64Rx head RF coil suitable for high-performance accelerated imaging.
The procurement includes one unit of turnkey construction and installation, with optional items for multinuclear support and applications, software upgrades, FDA-cleared head coil exchange, and gradient performance upgrades. The vendor must provide one-year warranty covering all parts and labor, free software upgrades, on-site installation within 12 months of award, and minimum ten days of on-site applications training. The existing Siemens 7T Plus MRI system will be traded in and removed.
NAICS 334516; PSC 6640.
Notice text
The National Institutes of Health (NIH), Office of the Director (OD) is conducting a market survey to determine the availability and technical capability of qualified small businesses, including 8(a) small businesses, small, disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of providing a new Brand name or equal to Siemens’s Magnetom Terra.X 7T MRI scanner with high performance local gradient coil, quantity and specifications as follows:
- 7T MRI Terra. X w/Impluse local gradient coil – Qty (1) EA
- Turn-Key Construction & Installation – Qty (1) EA
- Multinuclear Support and Applications (option) – Qty (1) EA
- Terra to Terra .X upgrade: Software upgrade (option) – Qty (2) EA
- Terra to Terra.X upgrade: FDA-cleared 8Tx32Rx Head Coil Exchange – Qty (2) EA
- Terra to Terra.X upgrade: Gradient Performance (option) – Qty (2) EA
The purpose of this acquisition is to provide the most up-to-date and cutting-edge tools for The Functional MRI Facility (FMRIF) research customers by providing researchers with an Ultra High Field (UHF, where the MRI system’s main magnetic field is greater than 3 Tesla in strength) MRI system with a local gradient coil, that has approval for scanning human subjects, i.e. human safety release. As this hardware is ‘local’, and not ‘whole body’ (as conventional systems tend to be), this coil can be operated much more rapidly and efficiently and so is much more suited for Echo Planar Imaging (EPI), the imaging technique most often used for Functional MRI (FMRI) research. Such tools will allow researchers to probe human brain function more reliably, potentially at both higher spatial and temporal resolutions.
