About this opportunity

The Department of Veterans Affairs (VA) Caribbean Healthcare System, through its Network Contracting Office 8, has issued a Special Notice announcing its intent to negotiate a sole-source contract with Champion Medical Technologies, Inc. The contract pertains to a Unique Device Identification (UDI) Tracker software license, which is a web-based solution for tracking and monitoring biological and non-biological medical implants throughout their lifecycle. The notice is classified under NAICS code 513210 with a $47M size standard and PSC code 7H20. Champion Medical Technologies is identified as the exclusive provider of this proprietary software, which includes UDITracker, WarrantyTracker, and Implant360, along with associated maintenance and support services. The software is designed to help the VA comply with Joint Commission (JC) regulations and Veterans Health Administration (VHA) requirements.

The primary objective of this Special Notice is to secure a service contract for the UDI Tracker software, with a base year and four potential one-year option periods. Contractors interested in challenging the sole-source designation must submit responses demonstrating clear and convincing evidence that competition would be advantageous to the Government. The deadline for submissions is December 26, 2024, at 1:00 PM EST, and all responses must be sent via email to Elder Vazquez-Melendez, the designated Contract Specialist. It is important to note that this notice is not a competitive solicitation, nor is it a request for proposals, and no solicitation package will be made available. The VA has determined that Champion Medical Technologies is the sole provider capable of meeting their specific software and tracking requirements for medical implant management. Potential contractors should carefully review the notice and be prepared to provide substantial justification if they wish to contest the sole-source contract award.
