About this opportunity
The Department of Veterans Affairs Technology Acquisition Center intends to award a firm-fixed-price purchase order on a non-competitive basis to Data Innovations LLC for annual license renewal of Data Innovations Instrument Manager software, with responses due by June 16, 2026. The VA asserts sole-source justification under FAR 6.103.1, claiming Data Innovations is the only responsible source capable of providing the required software maintenance, support, connectivity, troubleshooting, upgrades, driver access, bug fixes, and training services. The Instrument Manager software interfaces laboratory analyzers with VistA and CPRS systems and performs critical patient-care functions including flagging and holding abnormal laboratory results and transmitting data to clinical workflows. The purchase order covers VA North Texas Health Care System facilities in Dallas, Fort Worth, and Bonham for a 12-month base period from July 1, 2026, through June 30, 2027. Market research identified no alternative sources meeting requirements. The scope includes maintenance, regular software support, an Instrument Manager Test System, and training. Contract value does not exceed $900,000. Interested parties who believe they can meet requirements should submit written capability statements; the Government reserves discretion to determine whether competitive procedures could apply based on responses received.
