About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 has issued a Special Notice announcing its intent to sole source a software upgrade and preventative maintenance services contract for SCRIPTPRO software. The contract will be awarded exclusively to VETERANS MED., located in Saint Petersburg, Florida, under the authority of FAR Part 6.302-1 and 8.405-6. The procurement falls under NAICS code 513210 (Software Publishers) with a size standard of $47 million. The government justifies the sole source approach based on VETERANS MED.'s proprietary ownership of the software and their status as the only authorized vendor for maintenance and support services. The notice emphasizes that using unauthorized third-party vendors would void all system warranties and guarantees on the specialized SCRIPTPRO equipment.
The primary purpose of this Special Notice is to inform the contracting community of the government's intent to proceed with a non-competitive procurement while providing an opportunity for potential competitors to demonstrate their capabilities. Interested parties must submit responses by 1:00 PM CST on July 16, 2025, to george.cochran@va.gov, though the notice explicitly states this is not a request for competitive quotes. Any responses must provide clear and convincing evidence that competition would be advantageous to the government, with the burden of proof on the respondent. The required services include software upgrades, preventative maintenance, remote diagnostic access, software patches, and manufacturer maintenance service plans for the highly specialized SCRIPTPRO system. The government reserves complete discretion in determining whether to proceed with competitive or sole-source procurement based on the responses received, and emphasizes that this notice creates no obligation to award a contract or acknowledge receipt of submissions.
