About this opportunity

The National Analytical Radiation Environmental Laboratory (NAREL) under the Office of Air and Radiation (OAR) is seeking a Commercial Off-the-Shelf (COTS) Laboratory Informatics System (LIS) through this Request for Quote solicitation. The procurement focuses on IT and telecom compute services, specifically server hardware and perpetual license software solutions that meet laboratory information management requirements. This is a two-phase competitive procurement process, with Amendment 0005 indicating that only vendors who successfully completed Phase One are eligible to participate in Phase Two, and only Phase Two responses from invited vendors will be considered for award. The Government has responded to Phase Two vendor questions and extended the submission deadline to accommodate the revised evaluation and instructions provided in Amendment 0004. The current due date for Phase Two documentation is February 25, 2026, representing a critical deadline for qualified vendors to submit their proposals.

This solicitation does not utilize any small business set-asides, allowing open competition among qualified vendors in the Software Publishers (NAICS 513210) category. No specific award value, budget range, or quantity metrics are disclosed in the notice, nor are incumbent contractors or current system details identified. The procurement is classified under PSC code 7B22 for IT and Telecom compute services with perpetual licensing arrangements. The two-phase evaluation structure suggests the Government prioritizes comprehensive vendor qualification and solution validation prior to final award determination. While the specific location for system implementation and support is not explicitly stated in this notice, performance requirements would likely be centered at NAREL facilities supporting the Office of Air and Radiation's laboratory operations.
