The Department of Veterans Affairs Veterans Health Administration seeks to procure and implement a Commercial Off-the-Shelf Radiology Artificial Intelligence software platform for VISN 1 VA New England, with proposals due June 22, 2026. The procurement is a Total Small Business set-aside under NAICS 513210 (Software Publishers), with a small business size standard of $47.0 million.

Place of performance spans VISN 1 medical facilities across eight states (Maine, New Hampshire, Vermont, Massachusetts, Connecticut, and Rhode Island), initially deploying at eight VA Medical Centers with full VISN 1 implementation capability. The platform must be FDA-approved Software as a Medical Device compliant, on-premises only, DICOM and HL7 compliant, and integrate seamlessly with the VA Electronic Medical Health Record and existing Picture Archive and Communications Systems. The solution must support a marketplace of FDA-cleared AI applications including minimum capabilities for stroke, intracranial hemorrhage, large-vessel occlusion detection, traumatic brain injury, pulmonary embolus, musculoskeletal trauma and fracture detection, cardiac calcium scoring, and breast density and cancer detection, with capability to add applications through option years. The platform must process approximately 320,000 multi-specialty exams annually with 5 percent expected yearly growth. Contractor personnel must complete VA privacy training (TMS #10176), execute a Business Associate Agreement, hold federal identity and access management compliance (PIV card-enabled), and provide annual attestation to Executive Order 13960 on Trustworthy AI. The contractor must obtain VA Authority to Operate certification and integrate into Philips VuePACS.

The contract period is five years (one 12-month base year plus four 12-month option years) with an estimated start date of July 1, 2026. Award is based on comparative evaluation of quotes considering SOW compliance, price, and past performance.
