About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 22, intends to acquire Cadwell EMG-HL7-CadLink Inbound and Outbound Electromyography Software or equivalent under FAR 12.201-1(c)(2) authorities, with an anticipated award date of September 18, 2026. The procurement is unrestricted with no set-asides. Interested vendors must respond via email by 8:00 a.m. Pacific Time on September 2, 2026, to dyne.kim@va.gov; the Government will solicit quotations directly from suppliers and will not issue a formal Request for Quotation on SAM.gov.
Place of performance is the West Los Angeles VA Medical Center, 11301 Wilshire Boulevard, Los Angeles, California 90073. The solution requires bidirectional HL7 messaging integration between a Cadwell electromyography system and the hospital's Electronic Medical Record system, with no hardware component. Inbound integration automatically imports patient demographic data, scheduling details, and physician orders (ADT and ORM messages) from the enterprise EMR into Cadwell acquisition software. Outbound integration automatically exports finalized EMG testing reports, data summaries, and waveforms as PDFs or embedded Word/data files back into patient records. Technical requirements include Mirth Connect for HL7 message translation and routing, configurable HL7 settings, encrypted communication, secure PHI storage with fail-safe local buffering, remote access, multi-user workflow support, and onsite or teleconference training. The contractor must provide all resources necessary to satisfy the salient characteristics described in the Statement of Work.
Responses must be submitted in PDF format not exceeding 10 megabytes. Contracting Officer Edgar Alvizar can be reached at edgar.alvizar@va.gov or (562) 766-2244.
