About this file
This is a Statement of Work for the CadLink clinical information platform at Greater Los Angeles Healthcare System, located at 11301 Wilshire Blvd, Los Angeles, CA 90073.
The scope of work involves implementing bidirectional HL7 messaging integration between a Cadwell electromyography (EMG) system and the hospital's Electronic Medical Record (EMR) system. The solution requires no hardware and operates solely as an HL7 license. Inbound integration automatically imports patient demographic data, scheduling details, and physician orders (ADT and ORM messages) from the enterprise EMR into Cadwell acquisition software. Outbound integration automatically exports finalized EMG testing reports, data summaries, and waveforms as PDFs or embedded Word/data files back into patient records within the enterprise EMR.
Key technical requirements include: bi-directional HL7 integration supporting ORM and ADT messages; outbound ORU result messages with embedded Base64 documents or UNC-linked files; Mirth Connect for HL7 message translation and routing; configurable HL7 settings for embedded versus linked reports, PDF conversion, and email notifications; auto-cleanup functionality for unused orders; HL7 troubleshooting tools including message viewer and port diagnostics; encrypted communication and secure PHI storage with fail-safe local buffering; remote access and multi-user workflow support; centralized client configuration for scalable deployment; seamless integration with Sierra Summit EMG workflows; and support for unsolicited result message transmission. The contractor must provide onsite and/or teleconference training to designated staff. Normal work hours are Monday through Friday, 7:00 AM to 5:00 PM PST, with the technical point of contact being Zaven Ghezelashouri at (310) 478-3711 or Zaven.Ghezelashouri@va.gov.

STATEMENT OF WORK
1. INTRODUCTION/BACKGROUND INFORMATION
CadLink clinical information platform provides secure and efficient access to clinical information when and where needed. CadLink helps deliver efficient workflow, quality data and easy reporting by connecting Cascade EEG and Sierra EMG/EP.
2. Place of Performance
Greater Los Angeles Healthcare System
Primary Address:
Greater Los Angeles Healthcare System
11301 Wilshire Blvd, Los Angeles, CA 90073
Los Angeles, CA 90073
3. Scope of Work
The CadLink clinical information management connects Cadwell electromyography
(EMG) system with a hospital or clinic’s Electronic Medical Record (EMR) system using bidirectional HL7 messaging. Inbound HL7 Integration, automatically imports patient demographic data, scheduling details, and physician orders (such as ADT and ORM messages) straight from the enterprise EMR into the Cadwell acquisition software.
Outbound HL7 Integration, automatically exports finalized EMG testing reports, data summaries, and waveforms (as PDFs or Word/EMBEDDED data files) back into the correct patient file inside the enterprise EMR. There is no hardware; this is the HL7
License working with hospital EMR for Inbound (work order and patient demographics) and Outbound, completed study report pushed to EMR.
4. Salient Characteristics:
4.1. Software should provide bi-directional HL7 integration with enterprise EMR systems, supporting inbound ORM and ADT messages for scheduling EMG studies and loading patient demographics.
4.2. Software should send outbound ORU result messages containing EMG/NCS reports as either embedded Base64 documents or UNC-linked files.
4.3. Software should use Mirth Connect for HL7 message translation, routing, and channel configuration between EMR and CadLink Server.
4.4. Software should allow configuration of HL7 settings including embedded
vs. linked reports, PDF conversion, report destinations, and email notifications for HL7 events.
4.5. Software should include auto-cleanup functionality to remove unused orders after a configurable number of days and optionally notify the EMR.
4.6. Software should provide HL7 troubleshooting tools such as a message viewer, cancel/delete message controls, ACK/NACK review, and port diagnostics.
4.7. Software should ensure secure transport and storage of PHI with encrypted communication and fail-safe local buffering during network interruptions.
4.8. Software should support remote access, multi-user study workflows, and audit trails across EMG, EEG, and IONM applications.
4.9. Software should centralize client configuration and updates, enabling scalable deployment for small practices and enterprise neurodiagnostic environments.
4.10. Software should integrate seamlessly with Sierra Summit EMG workflows, displaying HL7 orders in the Appointments tab and enabling report dispatch through the Send HL7 Result function.
4.11. Software should support unsolicited result message transmission without a preceding order when needed.
5. Hours of Operation and Scheduling:
Schedule all normal work Monday through Friday, 7:00 AM to 5:00 PM PST with POC, Zaven Ghezelashouri, (310) 478 3711, Zaven.Ghezelashouri@va.gov
5.1. EQUIPMENT
5.1.1. There will be no hardware, only HL7 License working with hospital
EMR for Inbound, work order and patient demographics and
Outbound, completed study report pushed to EMR.
TRAINING:
5.1.2. Contractor/Vendor will provide onsite and/or teleconference training for both the on-call and work schedule building services to all staff designated by Greater Los Angeles Healthcare System.
6. TECHNICAL EXPERT/POC:
