About this opportunity

The Department of Veterans Affairs Technology Acquisition Center has issued a Special Notice Request for Information (RFI) seeking market research for a Budget and Acquisition Management Software as a Service (SaaS) solution to replace their existing Budget Tracking Tool (BTT). This amendment to a previous RFI is solicitation number 36C10A25Q0031, classified under NAICS Code 541512 for Computer Systems Design Services and PSC Code 7A20 for Application Development Software. The VA's Office of Information & Technology requires a comprehensive cloud-based solution to enhance financial and acquisition data tracking, transparency, and traceability across OIT portfolios and investments. The contracting office is located in Eatontown, New Jersey, with Contract Specialist Brianna Feaster serving as the primary point of contact. This procurement represents the VA's effort to modernize their budget management capabilities through a commercial off-the-shelf software solution.

The RFI's primary objective is to gather detailed market intelligence from potential vendors about their capabilities to provide a FedRAMP-approved SaaS solution with budget formulation, execution, and acquisition management functionalities. Interested vendors must submit comprehensive responses by March 19, 2025, at 2:00 PM Eastern Time, including company details, technical approaches, licensing models, system availability metrics, interoperability capabilities, implementation timeframes, and initial cost estimates. The solution must integrate with existing VA systems such as iFAMS, FORCE, and Decision Lens, while maintaining FedRAMP Moderate security requirements and supporting Federal Identity, Credential, and Access Management (FICAM) standards. The anticipated contract structure includes a 12-month base period with four 12-month option periods, not exceeding 60 months total. The VA emphasizes this is a market research exercise conducted at vendors' expense, with no guarantee of future solicitation, though responses will inform potential procurement strategies for this critical budget management system replacement.
