About this opportunity

The Department of Veterans Affairs (VA), specifically the Veterans Health Administration's Network Contracting Office 21, is seeking to procure an integrated Inventory Management System (IMS) for the All-Hazards Emergency Cache (AHEC) Program at the VA Palo Alto Healthcare System. The IMS will provide comprehensive end-to-end tracking, viewing, accountability, and analysis of inventory across facility sites and warehouses. Interested contractors must submit a Statement of Capability, GSA Schedule Information, Business Size, and Socio-Economic Status by February 6, 2025, at 2:00 PM PST to Derek Brown via email. The VA will evaluate offers based on the most advantageous proposal, considering price and other factors, with the intent to award a single firm-fixed price contract. Contractors must have an active SAM.gov vendor record under NAICS code 541511 and cannot have federal debt or debarment issues.

The solicitation is not set aside for any specific business category and will be open to all qualifying vendors. The anticipated contract will have a base period from March 1, 2025, to February 28, 2026, with two potential option years. While specific budget details are not explicitly stated, the NAICS code size standard is $34.0 million, which provides context for the potential contract scale. The VA plans to issue the formal solicitation on or around February 15, 2025, with all solicitation documents to be downloaded from SAM.gov. The IMS must meet specific technical requirements, including real-time inventory visibility, automated alerts, integration with existing VA systems, and compliance with Section 508 accessibility standards and VA information security protocols.
