About this opportunity

The U.S. Geological Survey (USGS) is seeking quotes for a Digital Sonar System software subscription package for the Upper Midwest Environmental Sciences Center (UMESC). The procurement includes one-year subscriptions for multiple specialized software products: Qinsy 9, Qimera 2, Automatic Height Matching, TU Delft Sound Speed Inversion, FMGeocoder, HIPS I/O, and Fledermaus 8. Vendors must be federally authorized distributors/resellers capable of delivering manufacturer-certified products in original packaging, and all personnel accessing USGS systems must comply with comprehensive FISMA security requirements including background checks, non-disclosure agreements, and annual security training. The award will be made to the lowest-priced, technically acceptable offer following Federal Acquisition Regulation Part 12 procedures for commercial items. Quotes are due by 5:00 P.M. Eastern Standard Time on August 1, 2025, and must be submitted electronically to Travis Herberholz at therberholz@usgs.gov.

This solicitation is designated as a total small business set-aside under NAICS code 513210 (Software Publishers), restricting competition to qualified small businesses. The contract requires delivery of one subscription for each software product, with the subscription period running from August 1, 2025, through July 31, 2026. All contract performance must be conducted within the United States as specified in the security requirements. The procurement follows simplified acquisition procedures under FAR 13.5 due to its commercial nature, and vendors must demonstrate the capability to deliver the entire order within specified timeframes. While specific budget amounts are not disclosed in the solicitation documents, the award represents a one-year commitment for specialized hydrographic and sonar processing software used in environmental science applications.
