Statement of Work
I. GENERAL INFORMATION
A. Introduction
The USGS, Upper Midwest Environmental Sciences Center (UMESC) in La Crosse, Wisconsin would like to purchase software license subscriptions and support for a software suite for hydrographic data collection, processing, 4-D geo-spatial analysis and data deliverables to support hydroacoustic mapping. The Quality Positioning Services
(QPS) subscription renewal will cover the maintenance and updates for another fiscal year needed to keep cyclic and reimbursable projects operating. The QPS software suite uses a combination of survey planning, data acquisition, hydrographic processing, and 4D geo-spatial analysis for multibeam and sidescan sonar mapping in support of USGS aquatic habitat research.
B. Background
Hydrographic mapping is becoming more valuable to resource managers to provide accurate data supporting environmental restoration, invasive species management, and natural disaster response. The QPS software suite provides accurate, efficient hydrographic mapping and imaging to better understand the landscape and environment below the water surface. Similar to other equipment that requires specific software and yearly maintenance costs, QPS license subscriptions are needed for 1-year license use, software maintenance, and customer support provided by QPS.
C. Definition/Applicable Documents N/A
D. Scope
The objective is to use the QPS software including Qincy 9, Qimera 2, Fledermaus 8, FMGeocoder, Automatic Height Matching, TU Delft Sound Speed Inversion, and the
HIPS I/O subscriptions to collect hydrographic data of aquatic environments. The mapped areas will provide a high-resolution view that could support topo-bathymetric digital elevation models, geomorphic change analysis, bottom type for benthic/habitat maps and/or assessments, and bathymetric coverages for USGS and partners such as the
National Park Service, U.S. Army Corps of Engineers (USACE) or Fish and Wildlife
Service (FWS).
The license subscription renewal is required for customer support and software maintenance, to ensure the software use is allowed and is kept up-to-date with the latest upgrades.
II. WORK REQUIREMENTS
A. Technical Requirements
1. The following License Subscriptions are required for continued use of QPS software:
Qincy 9, Qimera 2, Fledermaus 8, FMGeocoder, Automatic Height Matching, TU
Delft Sound Speed Inversion, and the HIPS I/O.
2. Once the data is collected it may be accessed in a geographic information system
(GIS) or as a mapped PDF for users. All data collected will go through a formal
USGS Fundamental Science Practices review and delivered publicly. Criteria for acceptance of Product or Service (how will contractor’s compliance be measured).
B. Deliverables
1. Deliverables for the Perpetual Licenses and Annual Support for 1-year. This includes the following items:
• Qinsy 9 Subscription, 1yr
• Qimera 2 Subscription 1yr
• Automatic Height Matching Subscription 1yr
• TU Delft Sound Speed Inversion Subscription 1yr
• FM Geocoder (Standalone) Subscription 1yr
• HIPS I/O Subscription 1yr
• Fledermaus 8 Subscription 1yr
2. For all projects that will benefit from QPS software license subscriptions, the deliverables will consist of digital elevation models and images with high-resolution.
Delivery dates for work/product to be completed and point of delivery: Each year there will be a release of deliverables from the previous year’s data collection.
III. SUPPORTING INFORMATION
A. Place of Performance: The USGS Upper Midwest Environmental Science Center is the place of performance for QPS license subscriptions. However, study areas for multiple projects are located within the Upper Mississippi River Basin, National Park Service, and
USFWS National Wildlife Refuge lands.
B. Period of Performance Software license subscriptions and support for one year (August
1st, 2025 – July 31, 2026).
C. QPS software use is ongoing depends upon individual project needs.
D. Government Furnished Property (GFP): N/A
E. Special Considerations
1. Key personnel qualifications include scientists who collect, process, and analyze hydroacoustic data.
2. All data will go through the Fundamental Sciences Practices review and become publicly available.
3. All hardware purchased must be free of malicious code such as viruses, Trojan horse programs, worms, spyware, etc.
