About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 (VISN 9) is seeking a brand name or equal electronic drug/medical reference subscription for its facilities located in Kentucky and Tennessee. This procurement requires a comprehensive web-based system providing 24/7/365 online access to medical references, including drug prescribing information, patient education materials, disease state information, IV compatibility data, and poisoning treatment information. The solicitation demands a system compatible with VA's Windows 10 operating system and standard browsers like Microsoft Edge and Google Chrome, with technical support available weekdays from 8:00 AM to 6:00 PM Eastern Time. Quotes for this contract are due by March 6, 2025, at 10:00 AM CST, with vendor questions accepted until March 4, 2025, at 10:00 AM CST. While specific evaluation criteria are not explicitly detailed, the requirements suggest a focus on comprehensive content, accessibility, technical compatibility, and responsive customer support.

The contract is not designated as a set-aside, falling under the Custom Computer Programming Services NAICS category with a size standard of $34 million. The base contract period will run from April 1, 2025, through March 31, 2026, with four potential one-year option periods extending potentially through March 31, 2030. The subscription must provide access for staff at six VISN 9 facilities, including remote access capabilities via VPN and mobile devices through a responsive web-based interface. While specific award value is not disclosed, the contract will require providing online training tutorials at no additional cost and ensuring monthly content updates. The place of performance includes VA facilities in Kentucky and Tennessee, with the primary administrative location in Murfreesboro, TN, though no on-site vendor presence is required for service delivery.
