About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID) at the National Institutes of Health is seeking medical residents to support clinical research at the NIH Clinical Center in Bethesda, Maryland. The solicitation (RFP 75N93025R00013) calls for qualified postgraduate medical residents (PGY-2 or PGY-3) to provide primary medical care for adult and pediatric inpatients in a non-personnel services contract. Proposals will be evaluated with technical capabilities and approach weighted at 75%, personnel and contract management at 25%, and secondary considerations for past performance and cost. The government seeks contractors capable of providing up to four medical residents daily, with residents able to arrive at the NIH campus within one hour of notification and work up to 80 hours per week. Proposals are due by April 14, 2025, with anticipated contract awards around May 31, 2025, and potential contractors must demonstrate an adequate accounting system and compliance with federal regulations.
The solicitation is not set aside for any specific business type and currently has two incumbent contractors: George Washington University and Medical Research Institute, Inc. The contract is structured as a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) with a total value ranging from $2,000 to $7,500,000, covering a five-year performance period from May 31, 2025, through May 30, 2030, with a potential six-month service extension option. The contract will allow for task orders to be competed among awarded contractors, with a maximum of four medical residents to be placed across all potential task orders. Contractors must provide comprehensive credentialing packets at least 90 days prior to resident rotations and maintain $1,000,000 per occurrence liability insurance. The place of performance is the NIH Clinical Center located in Bethesda, Maryland, with residents expected to support NIAID's clinical research efforts under the direction of the NIAID Clinical Director or designee.
