About this file
This document is Amendment #2 to a Request for Proposal (RFP) for Medical Residents for the NIH Clinical Center, solicitation number 75N93025R00013. The amendment provides responses to two key questions from potential offerors, clarifying critical details about the contract opportunity. The NIH anticipates making more than one Indefinite Delivery/Indefinite Quantity (IDIQ) contract award, with a total not to exceed 4 medical residents across all potential task orders, and requires vendors to provide individual resident cost breakdowns.
The amendment specifically addresses credentialing requirements, confirming that contractors must submit complete credential packets for residents at least 90 days prior to the residence start date (May 31, 2025). While the 90-day submission is the standard expectation, the government indicates flexibility in cases of contract initiation, academic year changes, or last-minute resident replacements. The primary and secondary points of contact are Sevag Kasparian (Contracting Officer) and Maya Joseph (Contract Specialist), respectively, with the proposal response deadline set for April 14, 2025 at 3:00 PM local time.

Responses to Questions from Potential Offerors:
Question 1:
How many medical residents is the RFP requesting?
Response to Question 1:
It is anticipated that more than one IDIQ contract award will be made from this solicitation. The total number of medical residents across all anticipated contract/task order awards will not exceed
4. Each task order award may be for less than the total of 4 medical residents, ensure that your proposal provides all the costs associated with each individual medical resident up to a total of 4.
Question 2:
Attachment 4 - Task Order 01 Statement of Work: Specifically, page 3, #7 Submission and Credentialing. The contractor shall provide to NIAID credentialing coordinator complete credential packet for all residents at a minimum of 90 days prior to the first day of the residence schedule.
Since it is April 8, and the Start date is 5/31/25, for clarity does that would mean we need to provide all the names along with all the credential information in the bullets below correct?
And would that be the names of all the residents that we will provide for the duration of the contract?
Will there be a background check on all employees that are involved and working on the contract, and touching the contract within our organization?
Response to Question 2:
Yes, names and credentialing packet submissions must routinely be provided no later than 90 days prior to the start date, however in cases where this is not possible (due to contract initiation, change in academic years, replacement residents made in short notice) the government will work with the vendor to obtain necessary documents as quickly as possible in less than the 90 day timeframe.
