About this opportunity
Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), under the Department of the Navy Naval Supply Systems Command, issued a Special Notice on April 9, 2026, regarding its intent to award a sole-source, firm fixed-price contract to AMEE BAY, INC. for 500KW Ships Service Motor Generator (SSMG) in-place refurbishments. The contract is intended to support maintenance operations on the SSBN 737 submarine at the Trident Refit Facility in Bangor, Washington. This is a notice of intent to sole source, not a request for competitive quotes, though interested parties may submit expressions of interest to demonstrate their capabilities. The estimated period of performance runs from June 1, 2026, through September 30, 2026. The work falls under NAICS code 336611 (Ship Building and Repairing) and PSC code J061 (Maintenance/Repair/Rebuild of Equipment—Electric Wire and Power Distribution Equipment).
The primary objective is to obtain Original Equipment Manufacturer (OEM) services to perform complete reconditioning and maintenance of two 500KW SSMG sets using NAVSEA-approved procedures and documented NAVSEA approval per Maintenance Standard 3140-081-039, a capability that TRFB does not possess in-house. Interested parties must submit written responses by April 30, 2026, at 12:00 PM PST to james.a.kibbee.civ@us.navy.mil, clearly demonstrating their capabilities and including "RESPONSE TO INTENT TO SOLE SOURCE FOR N4523A2Q0003" in the subject line. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award and must possess a Confidential-level Facility Security Clearance due to the Naval Nuclear Propulsion Information (NNPI) involved. The Government will provide Government-Furnished Materials, hazardous waste disposal, crane and rigging services, temporary utilities, and a laydown area, while the contractor supplies all personnel, equipment, tools, supervision, and technical expertise. Deliverables include Conditions Found Reports within 24 hours of inspection completion, Work Completion Reports within five days of operational testing, and Contractor Furnished Material Reports within three days of work completion.
